As to his political strength it states that there are 207 colored democrats and 11.713 colored republicans; that there are only 2,163 white republicans. The whole registered vote poiled in 1888, which was ‘the largest ever cast, was 33,750, and of that mumber 15,292 were white democrats. It says ‘that in the face of these figures the negro is ignored in the federal patronage of the dis- trict.
