Captain Pitman of the ordnance corps of the army bas been transferred to the Frankford arsenalPhiladelphia for the purpose of continu- ing the work of investigating the merits and qualities of smokeless powder. A RETALIATION RESOLUTION. ‘Mr. Morgan introduced a bill to enforce the Provisions of section 2866 of the Revised Statutes in respect of article 29 of the treaty of Washington of May 8, 1871, with the govern- ment of Great Britain, and it was referred to the committee on foreign relations. The bill reads as follows: Be it enacted, &c., that all Jaws and ‘of laws are hereby to be inoperstive which exempt from the payment of duties any articles of commerce which are not on the free list when the same are entered in the custom houses of the United States for transit and through the United States, &c., of Cavada or any British possession tinent of North Americaas from thi foreign country. Mr. Manderson, from the committee on print- ing, presented several reports for printingextra copies of documents. Among them were re- ports reducing from 12,500 to 8.000 the number of copies of eulogies of deceased members, 2,000 of such copies to be delivered to Senators and Representatives from the state repre- sented by the deceased member.
