To frame plan for destroying the arbi- trated thing and then to submit the thing itself tothe tender mercies of arbitrators—this is the refinement of modern diplomatic logic. The British position—the last British position on the Bering Sea question is the most aston- ishing perhaps ever taken by that nation. It amounts to this: Here are a number of Ameri- can seals on American islands—let » closed 2one exist for thirty miles around, but let the United States catch only 30,000 of its own seals. ‘The poachers from Canada will not observe the law. The senls will practically be exterminated ia one year and then—the arbitrators will bave nothing to arbitrate upon, the Bering Sea question will be closed, England will gain nothing, the United States will lose every- thing and the Canadian golden goose killer will have the eggs of one short season and the dead bird for bis pains. Great Britain is merely playing with the cards for theadvantage of the Canadians, trring to secure deiay for the poachers, and it becomes the duty of this government to take immediate steps to de- fend the seals from further destruction, no matter what portion of the American customs marine and American navy it may require. The killing season is near at hand, something must be done speedily, even if a few only of the fur-bearing animalsare to be saved from the rapacity of the Canadians. This preparation does not imply danger of an armed conflict with Britain. She cannot afford to support Canada im all the latter's pretensions. More- over we hold the key to the situation in the power to recall the extra liberal grants to the Canadian railways running to and from our ports. When this republic brings itself to ad- mit that there is something in the Bering sea question to arbitrate, that it is not merel; domestic question of protecting our own prop- exty im our own way against robbers which does not at all concern the rest of the world, ithas gone just as far as the most peace-loving public sentiment in America will sustain it, and farther than a great many Americans are ready to go. If Great Britain desires = peaceable issue of the controversy she will do well to smooth the path of arbitration, counting it = victory that the republic will agree to arbitrate at all. Pending the pro- posed arbitration there is no other course open to this nation than to act upon its own view of its rights in the matter and to effectively pro- twet its property against pirates. +2 It was a field day in the House yesterday, but not a democratic field day. The silver demo- oratswon @ victory under or, according to their opponents, over the rules. The repub- licans looked emiling up to the heavens and the heavens smiled back assurance. In the neatest possible manner the leader of the minority ex- posed the situation. It is a threatening state of facts, indeed, which seems to confront the democrats—nothing less than the loss of the anti-free-coinage democratic states in the pres- idential contest following the passage of the silver bill in the House. A Massachusetts member sounded the alarm none too soon, perbaps all too late, but he and others have pointed to the democratic danger all in vain all the session. The split on silver bas been a certainty since Grover Cleveland wrote his letter of virtual retirement, the letter writ- ten in opposition to free and unlimited coin- age—the second of his important deliverances by epistie on that subject. He must have known that it was perilous thing for a presi- dential candidate to do and he was advised not todoit If he had trifled with the issue the issue nevertheless would have arisen. It could not have been evaded. The interests of two classes of states were in conflict and the major- ity of @ majority in Congress decided to use every advantage from Speaker down and use it for all it was worth. Partly through the influence of the silver men the candidate for Speaker who was counted on to suppress the distracting silver issue was re- jected, the candidate who was apparently com- mitted to the policy of giving the House con- trol of itself was elected and the way made casy for all that has followed. But what appears easy is often difficult—what seems wise on the surface may not be so when the deeps are sounded. At present, democratic affairs are in confusion. ——————<+-—___. ‘The prospect for Georgetown is exceedingly bright That community is old, but not fossil- ined, and it is presently to have facilities which will enable it to represent toa large degree and in « creditable manner the industrial phase of Washington's growth and importance. ‘The railroad advantages that it is to have and the opening of the canal have stimulated busi- ness to great activity. It is fully expected that the middle of this month will see 184 miles of the canal open. Boats are being built and there is already an activity among the’ ware ‘houses that shows a complete readiness to take advantage of every means of progress that Presents itself. ———++___ Chicago isin a position to sympathize with Washington on an especial point of grievance. Her immense tunnel extending four miles under Lake Michigan and intended to permanently increase the water supply has been pronounced failure. It has,however,been of practical use and may be repaired at an expense not beyond practical limits, and in this respect the Windy City bas a decided advantage. Otherwise, the only outlook would be for a rivalry between the cities in the growth of mushrooms. ————<—---—___ New York has had disappointments, but there is no excuse for her becoming soured. That state should run no risk of being behind- hand with acreditable representation at the world’s fair. She is too big to run the risk of being accused of petty jealousy. Participa- tion of the empire state in the great national exposition should not be coupled with condi- hens -— 2+ ‘The great American political comedy of “The Three Czars” is now running asa substitute for “The Czar of the Fifty-first Congress.” ‘But while the drama is a roaring success so far ‘ae it has been played, there is a popular suspi- cioa Ybat it is too good a thing to last. ——_-+= ‘The Fifty-frst Congress knew just what it intended to do when it adopted its rules It did what it intended to do.
