4 THE EVENING STAR. WASHINGTON: jarch 7, 1892, Eaitor, ‘THE EVENING STAR has @ reaniar and permanent circulation in Washinaton three times lnrger than that of any ether paper fm the city. Ae a loral NEWS paper and Advertising Medium it has ne competitor. —— Another death at s grade-crossing emphasizes the urgent necessity of the removal from the surface of the city’s steam railroad tracks, Movements are under way with respect to both of our roads which will, it is belioved, abolish these death-traps and render euch homicides impossible. Bat burry, hurry, hurry! While you illy-dally blood is shed and lives ‘are fost. The citizens of Washington have repestedly called attention, both ver- belly and by the object lesson of the iavolantary sacrifice of life or limb, to the @angers that accompany the movement of teains through the capital, flying at an illegal rate of speed over surface tracks past grade- erossings that lack in many instances the @ffective safeguards for the constant protection of the public that are required by law. En- gines moving freight cars, illegally using the public streets as shifting yards, add to the wounding and killing. These facts are known of ali men. The blood of grade-crossing vic- tims is now not only upon the railroad that does the slaughtering. but upon the local authorities so far as they fail to enforce exist- fing laws for the protection of the public, and upon Congress, which bas up to the pres- ‘ent consistently refused to take advantage of opportunities to compel the railroads to abolish and desist from manslaughter. Have not our legislators acted long enough as accessories to railroad murder? Will they not welcome the opportunity of washing their hands of the blood of grade-crossings victims, ‘whose lives they could have saved, but did not? ——— 2s .- Perhaps in nothing is there greater disparity between ancient and modern theories than in ‘the ides of suicide. The Stoic or Viking who bated chains and slavery too well to endurelife with them went to Odin or to the Unknown God. The Northman so contemned a peaceful death that at its approach be drew his spear or his sword and with its point let a little blood flow to show he was warrior true and bold. Now other ideas prevail. In the modern treat- mentof suicide, where what before was immortal honor is turned into most ignobie, criminal folly. the old and new systems are most strikingly at variance. Cato at Utica with ‘his sword—the sick, unfriended modern with his pistol—faith in eternal justice—despair of human aid. Here} are the contrasts. Who, desiring absolutely to be sure, penetrating through conventional deliefe and seeking only mercy and justice in their last analysis, sball say that horrid murder closed the career of either Cato or Montague? —_—_++2 Spain is serionsly considering the subject of Cuban reciprocity with this country. BLUE, GRAY, TAN, &c., striped and clared in debate upon the question of ratifying the Cuban treaty that the admission of Cuban sugars one level with the products of other countries constitutes no favor. It is, of course, easily shown by those in favor of the treaty that the preservation to Cuba of the markets of the United States has been almost the salvation of the Cuban plant era. The opposition is supposed to be ma measure the result of fecling in behalf of Chile. Cuba, the party most concerned, has very little to say in the matter. She isin a position that makes it necessary to have her affairs decided for her across the ocean. The ratification of the treaty is not considered doubt- fai, butit is to be hoped that Spain will not add to the list of unfriendly manifestations that have recently confronted this country. —— te Excessive attention to details of alleged economy on the part of Congress is scarcely what would be expected where there is so much of real moment that demands attention. There ean be but ore explanation of a cutting down of expenses that saves one per vent of the cost ef & governmental function, and lessens its value thirty or fifty per cent The cry of “billion-deilar congress” was seized upon asa eue and the effort to pose in righteous contrast to the subject of this epithet bas carried this Congress to absurd extremes of parsimony. +2 ‘The typhus scare in New York has about sub- sided. The danger was not of an imminent ebaracter, but under all the conditions snfii- ¢iently a danger to: warrant the utmost Precaution. The grip has been through the country with s thoroughness that leaves ‘many systems in « weakened state, and any Kind of an epidemic now, however mild it} would be under ordinary circumstances, would De almost certain to assume distressing propor- tons Washington is having a good deal more than ft» usual share of morbid sensation.
