Mr. Charles 8. West, the young man who #0 mysteriously disappeared last Monday. a8 pub- lished in yesterday's Stan, has not been beard from, so far as a Stan reporter was able to ascertain today, and his mother and friends are still at a loss to assign a motive for his peculiar conduct. ‘The fear entertained as o his possible aberra- tion of mind does not seem to disturb his friends much, as now that his disappearance has been made public statements regarding his possible intentions to do what he had done are being made, which it is thought are strong enough to dispel the fear first entertained. It 1s known that he had spoken about going to Chicago and bad on more than one occasion Asker about the wages paid in that city. ‘The only reason lis friends have for enter- taining the msanity plea is because of his being an incessant cigarette smoker. The young lady referred to in yesterday's Star denies any knowledge of his whereabouts, and she also denies that she even expects a | letter from him. If she should receive one she says she will certainly give the information to his mother and other friends. ‘The young man was popular in social circles. where he had many friends, and no one is sus- pected of having borne any ill will toward him. Although bis mother fears that the worst bas happened him, it is only a fear and its only basis is the fact that her son is missing. Word has been received here of the death of Howard Kk. Goodwin of Tacoma, one of the brightest young lawyers of Washington, at Santa Barbara, Cal. He had suffered for some time from consumption, and had gone to southern California in the hope of finding relief from bis malady. Many Washingtonians will regret to learn of his death, for although he was not personally known hi will be remembered he married a few yellks ago Miss Etta Ramsdell, daughter of the late H. J. Ramsdell. He left a widow and a little daughter. After an hour spent in social chat the “gesellschaft” dis- cussed the question whether the annual mas- querade ball should take place and decided to arrange a “Costume Fest” for the month of April. The musical program consisted of a plano duet, “Hungarian Dance,” by the Misses Gisburne and Marx: a “‘Berceuse’’ and “‘Ma- artistically performed by _ the Appleby — (violin) and Marx (piano), ‘and a Mozart Sonata, played by Miss Marx. After this Mrs. Emma Poesche, the president, announced the comedy of the evening, “Eine Cotillontour,” by Mueller- Saalfeld. Frau A. Schoenecker rendered her part of the housekeeper with the talent and spirit she always displays in her acting. Herr H. Rothschild brought out every fine point of his part. Herr R. There will be another District republican convention next week. This will be the one called by the central committeo of which Mr. Frank Aldrich is chairman and which claims to have the legal title to the name of republican central committee. This convention will be composed of delegates chosen at primary elec- tions to be held next Wednesday in the twenty- two old legislative districts. There will be five delegates and three alternates from each dis- trict. The convention will meet at noon ‘Thursday in the Academy of Music, 9th and D streets. The convention will elect two delegates and two alternates to the Minneapolis convention, ‘The program that has been prepared by the executive committee of the central committee is as follows: The public will be admitted by ticket; the dress circle will be set apart for ladies’ and distinguished citizens; the private boxes will be occupied by prominent republi- e delegates and alternates elected to ion will occupy the orchestra. The former will be separated from the latter by a rope stretched for the purpose. ‘The convention will be addressed by 8 num- ber of republican orators. Robert G. Ingersoll, who will be in the city at the time, and’ other well-known men will be invited to speak. Music will be rendered by the Academy of Music orchestra, At12 o'clock sharp the convention will be calied to order by the chairman of the republican central committee, Mr. Fravk Aldrich, who wili announce the roll ‘of dele- gates, aiter which prayer wili be offered by Kev. Dr. J. E. Rankin of Howard University. ‘The managers say that contrary to the usual order of things there will be many white republi- cans in the convention. In the Criminal Court, Judge Bradley, this morning the motion for a new trial m the case of George Miller, convicted on January 13 of larceny, was argued by Maj. J. McD. Carring- ton for the defendant and Mr. Clagett tor the government. ‘The motion wae granted and the Verdict set aside. a Another Policy Man Arrested. “Opera House, Alexandria, Va.” Such wus the address on a valise carried by a neatly dressed colored man named Scott ‘Thompson, who purchaeed a ticket for Alexan- dria yesterday, but as he was about to step on the train he was surprised by Detective Sutherland, who placed him under arrest and took him to the police station on suspicion of being connected with the policy business. The officer's suspicions were well founded, for when the valise was opened thirteen policy Looks, together with the money, in envelopes, were found in it. The policy paraphernalia belonged to the Dismal Swamp Company in Alexandria and ‘Thompson was on way to headquarters when placed under arrest. This morning in the Police Court he de- manded a jury trial and gave bonds for his ap- pewrance. ——_ Sentenced to the Albany Penitentiary. John J. Howard, alias Wm. Long, alias Charles Smith, plead guilty in the Criminal Court today to a charge of housebreaking in entering the store of Isaac Freedman on De- cember 31 last, and was sentenced to two years in the penitentiary at Albany. Howard states that he was a stenographer from Philadelphia aud had been ont of work since September last and broke into the store and took some revolvers, which he pawned to get money to go home. Mr. Clagett said the defendant had been in jail under sentence of sixty days by the Police Court for larceny; that while there he wrote in a memorandum book some shorthand notes, giving the namber of his cell He left this book iz Mr. Freedman's store and a ste- nographer deciphered his notes, and finding wo occupied the cell the officer (Detective Mattingly) went to Philadelphia and secured the arrest. It was the same old story of losing a situation by drinking and then resorting to crime. —_——_— Shooting for the Championship. Articles of agreement were signed yesterday in New York between Prof. John Loris of Washington and Warren Lewis’ unknown to shoot a match with rifle and revolvers for $500 a side and the championship of America. The conditions of the match are for each to shoot fifty shots with a rifle, open sights and three pounds trigger pull, at two-inch bull's-eye, at a distance of fifty yards. Fifty shots with the some rifle and at the same target at fifteen yards at the word of command strictly off- hand. Fifty shote with revolvers of 44 caliber, open sights, trigger pull to be three pounds, distance of twenty yards at a two-inch ball’s- eye. Also fifty shots at the word of command offhand for $500 a side and the championship of America. ‘Lhe contest to take place in the open air at a suitable place on February 29.
