The First Opportunity Kepresentatives Had for Their Introduction. SEVERAL TARIFF MEASURES PRESENTED BY VARIOUS MEMBERS—ALLIANCE CONORESSHES INTRODUCE BILLS To CARRY OUT THE PRIN- CIPLES OF THEIR PLATFORM—BILLS OF LOCAL INTEREST. A very large number of bills were introduced in the House yesterday, the first opportunity being then offered to dump the stacks that have been accumulating on their desks. Many of them were such as had been introduced in previous Congresses. Nearly all the most radical free coinage men introduce@ measures tocarry out their ideas. The Farmer's Alli- ance men introduced a variety of bills to carry out the provisions of the platform, and pen- sion, private billsand public building bills were piled high. ‘TARIFF BILL INTRODUCED. The fact that it is generally recognized to be the policy of the Spenker and the ways and means committee of the House to attack the McKinley tariff law by specific bili abolishing or greatly reducing the duties on separate articles was strikingly shown in the character of the various tariff bills which were intro- duced under the call of states. Some fifteen or twenty bills were introduced proposing to place some one or more named articles on the free list. Wool, coal, iron ore, salt, lumber, tin plates and binders’ twine were the com- modities which were named in the majority of the measures. Some members bunched sev- eral of these articles in a single bill, while others, notably Mr. Andrews of Massachusetts, who introduced a half dozen or more bills changing the present tariff law, included but a single item in each measure introduced. Several bills proposed the abolitien of the sugar bounties, and two sought a repeal of the reciprocity section of the McKinley act so far as it gives the President power to reimpose duties on hides, sugar. molasses, &e. TO REGULATE THE SALE OF DYNAMITE. | The recent attempts and threats of attempts against the lives of prominent people by cranks | who have secured dynamite with which to blow up their intended victims, led Represent- | ative McCreary (Ky.) to introduce @ bill to- day to regulate the sale of dynamite and other high explosives. Mr. McCreary says that it | may not be perfect in atl its details, but that it | affords the basis for necessary legislatlon. The first section of the bill provides that any person who shall make, compound, buy, sell or otherwise procure or dispose of any dyna- mite or nitro or chlorate explosive compound with intent to use the same unlawfully or for the destruction of life or property within the United States shall be guilty of felony and habie to imprisonment in the penitentiary for a term of years. Section 2 provides that no person shall manu- facture, compound, buy. sell, procure, dispose of, store, keep, remove or transport dynamite or nitro or chiorate explosives for any person | whatever without a written permit duly issued as follows: In cities by (title of permit, func- tionary to be hereafter inserted); in villages in other places by The pe Il specify the object for which it is whether it be to manufacture, sell, buy or transport any such compound. The officer issuing the permit shall keep a record of the names aud residences of persons to whom such permit 1s issued and the reason or purpose fcr which such explosive compound is to be used. Taylor, the Dill to establish a court of appeals in the Dis- trict; Mr. Oates, to provide for the it ment of a reporter for the Supreme Court of the District of Columbia; Mr. Stone (Ky.), to amend the laws relating to land titles in the District of Columbia and for other pi and Mr. Holman, to prevent the adulterated food in the Dustrict of Columbia and the territories.
