A number of bills on the subject and the kindred topic of naturalization are before the body this early and others will probably be intro- duced. The evasions of the Owen act of the last Congress make it necessary to amend the provisions of the law or to enact a more sweep- ing measure. The whole matter of immigra- tion end naturalization seems to require treat- ment from a new standpoint. Most Americans desire to do nothing hastily which would tend to check the prosperity of new states and terri- tories, bat to assist the development of such communities by every practicable plan. It is to the evils of anarchism, illiteracy, physical, moral and social disease and cheap Jobn labor supplanting the enlightened labor of the re- public that our public mén should address themselves.
