There is a popular fecling in this country that these may have been intended te secure delay for the purpose of increasing Chile's preparations for war and that her desire is to have hostilities begin when she 13 ready. Whether or not this feeling is well grounded, it is clear that our people do not mean to be caught napping. The President's course in this matter has been marked by great forbearance, but at the same time by becoming dignity anda due regard to the national in- terests. It cannot be doubted that both the administration and Congress, when the latter shall reconvene, will be guided by the course of events and the necessities of the occasion, and that whatever action will be taken will be for the republic’s welfare so far as con- scientious and intejligent statesmanship may be able to discern. Of course it will depend on the rules the House adopts, and the committee on rules will sustain the Speaker's policy on tariff reform, what becomes of the alleged plan of Mr, Mills and his friends to circumvent the plan of re- form in the Speaker's mind. It is said thata radieal tariff reduction bill is to be introduced ‘and reference moved to Mr. Mills’ cotamittee, which is that on commerce, composed chiefly of Mr. Mills’ friends. The rules have not been adopted, but it is safe to say that when they are there will be added to the old rule requiring the subject to be cognate with the committee, such procedure as contemplated by the Mills men. Their contention is doubtless that the revenues are intimately concerned with the commerce of the country, both for- eign and interstate, and therefore within the jurisdiction of the committee on interstate and foreign commerce, as the commerce committee has been newly christened. To this the reply will be that the fact that the rules have hereto- fore requiredand still require revenue subjects ‘te be referred to the ways and means commit- ‘tee is sufficient to exclude the topic from the ether committee. The republicans might be disposed, in order to enjoy the fruits of demo- eratic division, to vote to refer the bill in ac~ cordance with Mr. Mills’ wishes if the reference could be made at all.
