2 THE EVENING STAR WASHINGTON. po eS f D.C. FRIDAY, PECEMBER 25, 1891. BRAZIL'S NEW ADMINISTRATION, How Fonseca Stipped Ont of Office and Pelzote Stepped in. Advices by mail from Rio Janeiro, Brazil, under date of November 26, give details of Fonseca’s dictatorship rule of twenty days’ uration and of his overthrow. Whi seca’s absolute rule lasted Ric Janeiro was terrorized. The press was muzzled, editors were threatened with arrest and deportation, prominent members of the opposition were shadowed by spies and business interests suf- fered. Three-fourths of the residents of the city were not in sympathy with the dictator, but, lacking courage, opportunity and leaders, were content to submit silently to the abuse of power. In Rio Grande do Sul it was far different. There one-half of the army was stationed and largely officered and recruited from natives of the state. The garrisons at Rio Grande, Bage, Pelotos and other points deciared against Fon- | seca on November 9, and on November 10 the | regiment at Sant Anna de Livramento revolted. Its commander, Gen. Isidoro Fernandez, re- | ceived @ wound in the band, which had to be | amputated, causing his death. | ‘The garrisons at Jaguarao, Cacapaba, Ale- grete, Uruguayana and other places next joined | the insurgents, who were under the command of Gens. Astrogillo, Taveres and Osorio and aumbered 20,000 armed men. ‘The garrison and business men of Porto Alegre on November 12 forced Gov. Julio de Castilbos to resign and Dra. Assis Brasil and Barros Casal and Gen. Rocha Osorio were con- stituted janta to govern the state. By November 23 there were 50,000 insurgents in the field. A flotilla of five small vessels was also organized on the Logoa dos Palos. The opposition in Sao Panlo was terrorized by the soldiery. Floriauo ' Peixoto, vies presiient of the republic, and Gen. Jose Simeno. F The dictatorial goverument got wind of the revolt and issued warrants for the arrest of a number of officers and citizens. Early on the | evening of November 22 the insurgents’ plans were completed and an officer from a ferry boat sdvised the Rinchnelo of that fact. ‘Admiral de Mello boarded the ship at 7 p.m. and took charge, her commander, Capt. Duarte, being ashore. The commander of the Aquida baa, Primeiro de Marco, and Solimoes were sent away by their officers and crews. In the meanwhile the government arrested Admiral Wandenkoik and Morques Guimaroes. On the morning of November 23 the war ships, gun boats aud torpedo boats which had joined the revolt were ready for operations. The Aquidaban fired upon a steam launch, hit the Candelaria Church and wounded a laborer. King Charles and his ministers have shown a stubborn determination to prevent Russia vio- lating Roumanian territory, and the Russian waneuvers on the Pruth bave not only been | ¥ tilantly watched, but also reported through- out Europe, to the great chagrin of the Kus- siaus, who want secrecy for their military operations This has made Kussian agents the more active in their plots against King Charles and his advisers, and the dissolution of the chambers is the result. P. Olcott, president of the Central Trust Company of New York, has announced the ap- Pointment of the following persons to serve with him as a committee to adjust the affairs of the Richmond Terminal Railway Company: Col. Oliver H. Payne, F. D. Tappen, W. P. Persins and Henry Budge. Im financial circles it was said that the com- mittee was a very strong one and was bound to give satisfaction. Col. Payne represents the Standard Ou Company. F. D. Tappen is the well-known president of the Gallatin National | Bank and on the committee who represent the Iselin and Astor families, who are largely in- terested in the Tuchmond Terminal through | their holdings of East Tennessee securities Mr. Badge is of the tirm of Hullgarten & Co., bankers and brokers. and will represent the Louisville snd Nashvilleinteresta. A rather blood-chilling adventure, which Dr. Louis Hess and Dr. Arthur Smyhe of Williams- burg had in the apartments of Peter Reiss, a saloon keeper at Williamsburg, has been brought to light through a civil suit for professional services which Dr. Hess has instituted against Reiss in Brooklyn. Mrs. Reiss was sick three weeks ago, and Reiss kept the physicians imprisoned in her bed room at the point of a loaded gun and threatened them with death if she died under their treatment. When Reiss fell asleep ina chair while guarding the door the doctors made their escape. Dr. Hess was summoned to Reiss’ house De- cember 3 to attend Mra. Reiss. He found her in a very serious condition and called in Dr. Smylie. “They concluded that an operation was necessary to save her life and so informed Reiss. He offered no objection and told them | that he would rely upon their judgment. While the operation was in progress a woman whose curiosity was aroused and who peered the doctors, with their sleeves rolled up, sitting onchairs near a table She saw one take a glittering instrument from a satchel and think- ing that it was a knife and that the physicians had designs upon Mrs. Reiss’ life she ran down to Reiss’ store and told him of her fears. “I saw them sharpening the knife with which they are going tocut your wife,” exclaimed the woman. The news almost drove Reiss out of his mind and he armed himself with o and bur- ried to the room in which his wife, the mid- wife and the doctors were. His excited con- dition was noticed by Dr. Hess, who asked Reiss what the trouble was. “Life for life! Life for life!" exclaimed Reise, ne he levelied the weapon at one and then the other doctor. ‘What Lave we done to you that you want to murder us?” asked Dr. Smylie, who was trem- bling with fear and who tried toget near enough the door to escape. “Don't move another step or you're a dead man,” shouted the saloon keeper as he pointed the gun at Dr. Smylie. Reiss sat down in a chair near the door, and [ith the weapon still pointed at the physicians, “If my wife dies under your treatment I shall Kill you both like dogs with this gun. Now, go ahead with your work” Dr. Hess and Dr. Smylie had been in the room nearly an hour when they made a second effort to leave. Reiss appeared to be dozing in his chair, but as Dr. Hess was tarning the knob of the hall door Reiss opened his eyes und threatened them with instant death if they left the room. They returned to Mra. Reise’ bed- side, where they remained twenty minutes longer, when Reiss fell into a sound alee doctors ran out of the house, while sev- eral neighbors disarmed Reise. He was furious when he discovered that he had been outwitted and was on the point of going to Dr. Hess’ Louse when a relative disuaded him. ———_+eo_____ MONEY WANTED FOR THE FAIR. Executions Issued on the Property of De- Mnquent Subscribers. Nearly two hundred executions have been putin the hands of Chicago constables, with instructions to levy on the properties of those who have not paid up their subscriptions to the world’s fair. The constables were told to serve the writs at once and accept no explanations or Promises from the delinquents. ‘This vigorous policy is mad the large demands on the eseurer by the tore tractors at Jackson Park. The funds of the world’s fair are lower now than they have been at any time since the first assesement was ordered. The treasurer has less than £700,000 to the credit of the exposition in the banks of Chicago, and funds are pouring out of his office in a torrent. The directors are trying to avoid making another assessment of 30 per cent on the stock before February 1. At that time they will get €1.000,000 from the city controller from the sale of the first block of 5,000,000 city bonds. THE DBURY HOUSE TRAGEDY, Boston Police Arrest a Man in @ Neighbor- ing Restaurant on Suspicion. ‘The Boston police have been searching the lodging houses in the city, but have failed to find any trace of the murderer. The officers are now satisfied that the assassin made good his escape throngh the window and walked across on the fire escape to the Alden House on Court street, entered through the kitchen win- dow, which was open, an@ passed down stairs on to Court street, where he is supposed to have escaped inacab. It appears that the man who claimed to be Scannell bad been do- ing the town during the afternoon and evening and hada male companion. The hetdic driver who drove the man and woman to Sudbury House says be got them at the corner of Wash- ington and Hanover streets, where the supposed murderer had trouble with another man, pulled arevolver and threatened to “blow bim full ofholes.” ‘The womar got her companion into the herdie and told the driver to go to the Sudbury House. ‘The other man ran after the cab apd reached the hotel first, and was at the door” when they arrived. | While ‘‘Scan- nell” was registering the clerk called bis at- tention toa deed that was sticking out of his ‘ket. “Scannell” said he had just bought a house and paid #500 on it ‘The accepted theory is that the man had fallen asleep and that while he was in this condition the woman bad attempted to rob him, as he bad previously exhibited a large roli of bill ‘The man awakening found the woman in the act of reaching over him. and he then fired the two shots at her. The woman is well-known to the police as a street walker. “Mike” Sullivan of Charlestown, a man about town, bas been arrested on suspicion. He was found in a restaurant close by with blood stains on his clothing. Frank Lang, resembling Scannell, was ar- rested. He says he was out all night with a woman, but not at any hotel. Mike Sullivan will be ‘discharged from custody. A dispatch from Lawrence, Mass., says that loger T. Scan- neil is well known to the police of that city. He bears a bad reputation. He bas been | charged with many offenses, such as drunken- news, larceny, illegal keeping of liquor, £0. olved in a shooting afray. On Tuesday a former sweetheart of Scanuell’s learned that he was in Boston; that be was tired of wandering and would return to Law- renee on Christmas evening. The police were confident that he would come to Lawrence and every avenue to the city was carefully watched. MAHER TO MEET DEMPSEY. Trouble Over the Gibbons-MeAulifle Money— What Billy Myer Says. A match has been made between Peter Maher, the Irish champion, and Jack Dempsey, who has long been known as the “Nonpareil,” to spar four rounds,on their merits, in Madison Square Garden, New York, on January 14. Maher must gain a decided advantage in the judgment of the referee to get the verdict If Dempsey is stopped he,gets no part of the re- ceipts. Dempsey, who is looking remarkably well, also challenged any man im the world to a finish at 145 pounds, give or take five pounds.
