David James Burrell, D.D., the pastor of the Marble Collegute Church. New York City, at the New York Avenue Presbyterian Charch Inst evening. He bad formerly been pastor of 9 Presbyterian eburch in Minneapo- lis, and his style of speaking is marked by the breeziness which is supposed te belong to the west. His theme, “City Evangelization,” was suggested by the occasion, which was the an- Busi meeting of the Prosbyterian Alliance of thie city, an organization devoted to the wor of extending the church within this territory. ‘The president of the alliance, Rev. Dr. Bart- Jett, introduced the «peaker and said that when he was pastor of « church in Chicago Dr. Bur- Fell was stationed in that city. The audience was very much amused by the witty protest made by Dr. Burrell against the inference that might'be drawa from Dr. Bartlett's statement that as ther were colleagues in Chicago they were of the same age. Bartlett he was mere strip of « boy and the doctor was in comparison a father in Jerecl A Lost waxtsenrt. ‘The speaker then explained that he feltsome embarrassment in appearing on this occasion, as coming over from New York he bad lost the manaseript of the address which he had in- tended te make. He explained how this mis- hap had occurred. He was seated in chair in the car looking over the manuscript, which he bad placed in a magiine. Presently dinner was served and he put the magazine down om the table and after he had finished bis dinner he dropped to sleep in his chair. When he awakened Le found that the porter had cleared away the table and that the man in the next chair bad left the car and the magazine was no where to be found. He suspected the man in the next chair, who looked to him like the democratic representative from bis ward in New York city. He bad wondered, if this was ‘the case. what the man would do with bis ad- filtration with Capt. Lusk. My idea, and this is held without technical knowledge on the sabject, is that some such filtering arrange- ment as that at Lowell, Mass., described to me by Gen. Cogswell, might be economically se- cured. Filtration through sand and gravel, alternately arranged in layers of about two feet thick, was used in London as early as 1839, and is still used by the various water companies of that city—some eight or ten in number. In some places washed coke is used, with a layer of sand over. “One thing is sure, unless we go to work in the matter we will have muddier water with increasing impurities year after year. With railroads and their accompanying buildings now probably near at hand from Georgetown up the river and the increase of population and va- tious business operations along both: sides of the river, the necessity for filtration must grow ur- kently in the near futare. I believe the scien- tifie gentlemen who assure us that the fine ticle of clay in the water lately, that has at- tracted their attention as well as that of the water takers of the city, is innocent in ite effects. But while the body does not suffer the imagination in many instances does. From what i have seen lately Gen. Casey and his sub- ordinates will be entirely equal to the emer- gency if invited by Congress to take hold of the subject, and Uhope the invitation will be ex- teuied during this session. “Aw to the use of meters to save waste of water, it would be well so far as manufacturers, hotels aud large stables are concerned; but I do not think the private citizen should be forced to buy one. It would be a good plan to put one in ench government department, not of course, with the idea of collecting rent for water, but by comparisons to settle the vexed question of wastage by the United States gov- erument establishments. If the use of water was found exorbitant in any department, its chief officer, without doubt, would willingly enforce economy in the matter. “Though the Commissioners have ne control of the reservoirs, they do control the local dis- tribution, levy and collect the rents, and are dress. LOSING ITS GRIP IN THE CITIES, After expressing sympathy with his audience that the manuscript, which he said contained « number of well-rounded sentences, had been Jost, he addressed himself to the subject of the ‘evangelization of cities. He spoke of the tend- ency of people to mass in cities and the grow- ‘disproportion between the numbers in the cities and in the country. Cities were the great centers ana there largely the work of the church must be done. He thought that the church was losing its grip on the city population and soid that there was not a single city where evangelical work was keeping pace with the population. He cited the case of Chicago, where in 1360 there was a church to every 1.400 of population, while today the proportion was ‘one to 2,000. He spoke of the means adopted to rewch the masses. Missions were mentioned first and the speaker said that be regarded them as mere make-shifta. There ought to be, he said, one place where the rich and poor can meet together onan equal footing aud where social lines are drawn, and this place should be the church. QBIECTIONS TO SOME METHODS. He objected to missions becanse they drew a line of distinction which in religion ought not toexist. He condemned also another method the new maseum pian, where attr as gymnasiums, reading rooms, were designed to draw entertain- ec. opie to religious meetings The sophism indulging this method, he said, was the implication that the gospel of Jesus Christ hud ceased to be an attractive force. He believed that the need of the hour was the tation to men of the goepel message. That is what they wanted to their longing. About a month age a request was made of the United States weather bureau that the weather signal service be extended to Anacos- tia. ‘The plea was made that the weather map would be instructive to the citizens of the town, and that the predictions made known by the flags of the service would be of benefit to the many farmers passing through. The ap- aeation received favorable cousideration. Tite daily ‘metcorological wap is now promi- nently displayed in a local drug store, aud trom the top of the same building the weather flags are flung tothe breeze. For the infor- mation of those who have been mystified dur- ing the past week it may be stated that the service uses five flags as follows: ‘A white square to indicate clear or fair weather. 2d. A blue square to indicate rain or sno-v. 3d. A white and blue flag (parallel bars of white and blue) to indicate local rains. 4th. A white square with square black center to indicate approuching cold wave. This flag is never raised unless temperature is expected to fall 42 degrees or lower. Finally there is the black triangle, commonly called the tempera- ture flag. When above i, 2 or 3, it indicates that the temperature will rise. When below, fall in temperature ix expected. The various signals are controlled from the weather bureau by telegraph. Each evening about 11 o'clock the Western Union local operator is called up and receives the official forecast for the follow- ing twenty-four hours. A FREE READING ROOM PROJECTED.
