From the firet Tae Sran has fought the absurd compulsory examinations rule, with its con- eealed examination-for-dismissal attachment. If anything else than vigilant observation of @ clerk's work from day to day is necessary for the intelligent exercise of. the power of removal for inefficiency, then snitabie exam- imations avowediy for that parpose should be established. They shou! not be mixed up with examinations for promotion. If the same Vigilant observation of the actual work of elerk as exhibited in an efficiency record, open to his inspection, is insufficient to indicate in all cases the question of the clerk most desery- ing of promotion, the examination for this purpose should be voluntary und competitive, | participated in only by those who are ambi- tious and hopeful of advancement. ‘To compel all of a grade, on pain of possible dismissal for failure, to prepare themselves for a promotion ‘examination, in which a great majority of the clerks know in advance there is no prospect of a promotion for them, is a cruelty to the clerks and a tremendous waste of time and money to the government. The merit system With the accompanying reasonably stable tenure of office for the deserving is not only of ines- timable value in increasing the efficiency of the government service, and elevating the public conscience above the spoils idea of the subor- dinate government offices; it is of special and notable local importance in the development of ‘Washington as a city of permanent homes. The intelligent. well-behaved and deserving subor- dinate clerk is not kero in employment one week, and elsewhere in search of a job the next, merely because Obio or @ certain way at an election in the interval. Both for the general and the local reason Washington is firm in its support of the merit system, and of course no one at all concerned in the advancement of its interests would as- sault that system for the benefit of the spoils- men. The merit system and the movement for the reform of the civil service in general must, however, be reasonable and consistent. The compulsory promotions role was neither rea- sonable nor consistent with the spirit of civil service reform. The President has done wisely to rescind it. ———o-+-2—____—_ The ladies who met at Mra.
