As a local NEWS paper and Advertising Medium it has no competitor. ————_——————— res ‘The report of the Postmaster General con- tains a number of important statements about the working of the department and of valuable suggestions for the future. One of the most interesting of the topics treated concerns the extension of the merit system of promotions, recently put in operation, to the larger post of- ficesand the railway mailservice. Anotheristhe recommendation to adapt the telephone as well as the telograph to the postal system. The rea- sons for speedy action are stated compendiously and in¢lude the fact that the telephone patent expires a year from next March, and unless ‘Congress acts promptly an immense syndicate ‘will control ail of the telephono plants in the country. Tho Postmaster Gencral says thet ene-cent letter postage, three-cent telephone messages and ten-cent telegraph messages are all near possibilities under an enlightened and compact postal system, using the newest tele- graphic inventions, Among other recommen- dations are the full parcels post, to be reached after awhile; the extension of the money order system everywhere: the pneumatic tube sys- tem of Berlin and London: free delivery wherever the population is thick enough to warrant the employment of carriers; in the cities the immediate general employment of door letéer boxes for collection as well as de- livery. Mr. Wanamaker adds some features to his last year's plan of a postal savings bank. Quite a number of these suggestions are prac- ticable at present and should be carried ont by Congress. ‘The Postmaster General, in discussing the temporary city post oflice on G street, says: ‘What Washington needs is a commission of citizens, engineers, members of Con and perhaps cabinet officers to suggest how some wise, economical and far-seeing plan for the erection of needed public buillings might be accomplished according to a definite, artistic, business-like plan. It would mean a saving the end of $20,000,000 perhaps; and meantime the architeetural hodgepodge, whose only merit is its infrequency, would disappear, and the excentive departments would be housed in buildings owned by the government and form- ing part of a splendid whole.” It is hoped that Congress will give heed to these words of practical wisdom,recommending a liberality which is true economy. The systematic substitution of suitable, convenient and handsome buildings owned by the govern- ment for rented quarters is not only what Washington needs, but what the government and the republic need. Every cent thus spent will be money profitably invested, with the mere item of rent-saving in view, to say nothing of the more healthful and creditable accom- modations provided. - —> + Water famines in great cities ought not to be. Where buman ingennity is the highest, and the need for it to be so the greatest, conditions for such a famine should not exist. But pr: tically it isthe other way.
