SHE INSISTS THAT THE ACTION TAKEN BY THE NA- TIONAL PRESIDENT WAS LEGA. AND WITH FULL AUTRORITY—THE MISTORY OF THE CASE AS IT Was APPEARED PIYONS THE NATIONAL BODY. In conversation with a Stan reporter Mrs. Ida V. Hendricks, the department president, Department of the Potoraac, W.R.C., snid: Since the promulgation of the order from national headquarters of the W.R.C., Delavan, IL, October 30, revoking the charter of Poto- mac Corps, first publiched in Tue Stan of 25th instant, much controversy has arisen as to the legality of the act, as to the causes which led to it and as to its probable eftect. In addition agreat deal of discussion has taken place, both unwise xnd not pertinent to the case. which may have an unfortunate ef- fect upon the relations between the W.R.C. and G.ALR., as well as between the comrades com- posing the last named orgunization, To the end that ali doubt, controversy and miscon struction may cease it would seem to mm inasmuch as Tre Stax has been the innocent cause of starting this diseursic ite columns should be open to the case os presented trom the proceedings of the various conv the W.ILC. and from its rules and. regulations. At the fourth uational convention of the W. RB C., held at San Francisco the national president, in her address to the convention, on page 27 of the proceedings thereof, speaks as follows: “It has been purpose of the nafional convention to strictly enforce and adhere to all previous decisions, one being the requirement that all corps be auxiliary to oe talone, and bear the name without regard any wishes of the members of said corps. “It beeame my duty to refuse a charter to the ladies of Washington, D. C., who made ap- plication for a charter to be auxiliary to all the posts of the Department of the Potomac which are all within the limits of that city. In the written report the only reference to said recommendation is as follows: +As the voice of the convention hasacted upon the authority to gr: er to the departr:ent corps kno rtment of the Potomac, it is not necessary for your com:- mittee to take further advice upon the matter (See page MS, proceedings of fourth national convention. } Any act of an organization governed by rules and regulations am] convened fro to time in furtherance of weil-formulated and explicitly deciared principles should be set forth in the proceedings of its conventions in an unmistakable manner. and when an attempt is made to change or modify organic laws or to depart from established principles. no doubt should be left as to the intent or meaning of the same. The act of the fourth national convention of the W. This is the organic law of the W. HE. Ithas been in full force since its birth: all the decisions are in that ine. A careful ob- eervance of this law has coutributed largely to the success of the W. i. C. Any violation of its letter or spirit will create coniusion and has already created it in this jurisdiction, ‘The effect of such lezisiation places one corps superior to all the other<—a so-called superior body. in which subordmate corps have no voice either in the selection of its officers or in its Management. This has beeu the effect in this jurisdiction, notwithstanding the dec em Case 23, page 151, proceedings of the fifth na- tional convention, wherein the question is raised as to the superiority over others in this juri on that point concludes as follows: the privilege did not give them any rights or precedence over any other corps of the W. R. ., neither did it preclude or prevent a depart- ment of the W. K. C. from being formed when the requisite number of corps are organized.” Such a condition of indep: ¢ OF supe- fiority, growing out legislation, would ‘not be tolerated for an instant in any other organization nor in our own in any other department. THE ORGANIZATION OF THE DEPARTMENT. Since the organization of this department ‘W. B.C. it has aimed to take its place in line with other departments in the work of our order. A standing committee has been formed to co-operate with the department commander and department relict committee of the G. A. KR inall matters connected with affording re- lief to the needy and ¢ »pearing before them, and this committee stunds rps cision special ready to afford such relief at ail times. In addition thereto an employment commitice has also been formed to assist in kindred objects a like committee of the GAR. During the time the outlines of the shore were thus bidden from sight the British troop ship Crocodile, with 1,400 men aboard,ran against the structure on which is built the extension of the harbor railway.
