4 ‘THE EVENING STAR_ WASHINGTON: SATURDAY ... CROSBY 5. NOYES. THE EVENING STAR bas a reenlar and permanent circulation in Washingtow three times larger than that of any other paper im the city. As met Advertising Medi A fow weeks more will bring the Fifty-second Congress, in some respects a peculiar body. differing from any of its predecessors. It will represent @ reaction from the result of the presidential year of 1883. But as still other elections imave been held since this body was chosen, in some cases reversing the congres- sional elections, it is not clear that the reaction continues in full force and effect, or rather it is clear that eo far as certain states and dis- triets of other states are concerned it does not continue. One of the most interesting issues before this Congress will be that ef free coinage of silver. The free coinage men are assumed to be in & great majority in the democratic party and in Congress as a body. But the very ‘existence of this majority asa practical force im legislation depends on conditions. The policy of the two parties will be modified or rather shaped by their supposed exigencies in the campaign of 1892. Both are divided in sen- timent. The republican party is not likely to be divided in action, because events have for some time been determining the attitude the party is to take next year. Not so clearly de- fined is the democratic attitude on the silver question. As it controlsthe popular houso of Congress and is likely in the condition of affairs to take the initiative, the democratic party's position isoneof peculiar interest. Inthesouth ‘the feeling for free coinage is dominant. The Farmers’ Alliance is virtually a unit for the messure, and although somewhat depressed by the result of the recent elections, is still = power inside the democratic ranks. Outside that organization, west as well as south, the silver sentiment is very strong, and while it is possibly weaker than it was before November 3, it is not weak enough to give the antis inside the perty any great en- couragement. In fact the only apparent way in which the democrats can keep themselves off the rocks is to find » basis of harmony or take advantage of the action of the repub- licans. Between Massachusetts and lowa there is not much in common on the money question. And the same is true of New York and Georgia. This fact shows the difficulty with which the dominant party in the House has tocontend. The policy of its leaders is shaped by the exigen = supposed exigencies of the next campaign, an‘ the portage not agree. Will the flight ef time and drift of events bring them into harmonious relations? If the repub- licans follow the administration, as it is probable that they will without material ehange, the democrats will find either that ‘they will have to let the silver issue drop or accept it and align themselves in opposition toa well-defined hard money policy. Some of them desire to do the first thing, while others are inclined to the second course. The drift of affairs for a few weeks to come may indi- cate what will be the democratic financial policy. The election of Speaker may decide the whole question, and on the other hand the factions may compromise their differences in the choice of that officer. The constitution of the committee on coinage, weights and meas- ures will go very far toward settling the atti- tude of the party. Hardly anything can at this time be safely predicted concerning the action of the House. No reliable information is furnished either by the known views of the ‘candidates or by any assurance of the result of the speakership fight, and speculation is con- sequently useless, lacking a foundation. += Two propositions have commended them- selves to advocates of temperance in the use of fntoxicating drinks who are not prepared for total general probibition or who think it unen- forceable and impracticable and therefore inex- pedient. These are a general high license and local option. These plans may be combined. One of the important modifications of the local option planis the granting of amonopoly by the municipal government to a company. There sre various modifications of this plan, the original of which is known as “Gothenburg.” It originated in Sweden in the town of th: name, the Swedish diet having in 1855 passed a general act and the town of Gothenburg having ten years later first put it into practical opera- tion. But the law did not go fully into effect until 1874. The provisions of thislegislation may thus be compendiously stated: 1. Prohibition of private stills. 2 Limitation by decree at ‘the will of the local authority of the number of bouses for the sale of liquors,the government to be informed by the local authority of the number so fixed upon. 3. A public auction of the houses to be licensed and their purchase, or the purchase of some of them, by a public body (company). The system here contem- plated and variously worked out in different countries isnot for profit, since the surplus after the payment of the interest on invested capital is banded over to the town treasury. While it may not be necessary in the present experimental stage to indorse any echeme of control of the liquor traffic as being the best for the purpose, it is interesting to note the results in Sweden so far as the Gothenburg plan bas been tried and reports have been made thereon. These are to be found in a report of the British foreign office for 1890 on the work- ing of the Gothenburg licensing system since 1876. The consumption per head of population ‘in 1876 was 25.90 litres; in 1889, 16.05 tres. In the first year of the operation of the system the convictions for drunkenness fell from 2,070 to 1,424, and the cases of delirium tremens from 89 to 42. Not only did the system apparently deter from drinking, it assisted to lessen the public burthens ina marked degree, besides compensating former licensees. Nor were these the only effects, nor did they stop in Gothen- burg. Law, order, morality and religion were everywhere promoted, according to the testi- mony of the British consuls and vice consuls in Sweden. a ‘The democratic sage, Judge Thurman, was seventy-eight years old yesterday.
