It may discuss « wider range of sub- jects and consider them less technically ard perhaps more profoundly as well as more broadly. A larger number of topics come Within its purview thataro social rather than religious. The idea that exists in some churches that the sphere of the church is strictly con- fined to things spiritual is fast giving way toa broader conception of the church's relations and obligations. There are many subjects of a public character which the ccclesiastical body may treat with es much propriety as and even more advantage to society than the body poli- tic or its various representatives. Some of these will be before the congress of the Prot- estant Episcopal Chureb, which meets here on the 17th instant. The sessions of this distin- guished body will probably be among the most interesting over held, for it will have here every incentive for free, broad and uble discus- sion that the seat of a great vational govern- ment can give ton deliberative assembly. a ee —- Encouragement may be derived, a year ahead of election time. by ingenious partisans who construct plans for the people, from an ar- rangement of figures. One of about nineteen states, lately provinces, its action may be thought arash thing, but the extent of the discontent in the other parts of the republic will chow whether the movement will prove immediately disastrous to the seceding state ornot. The state of Rio Grande do Sul con- tains a large German population and its army has 5,000 of these Germans, all well drilled and officered. It could give President Fonseca a great deal of trouble even if all the other states were weil disposed toward the goneral govern- ment ee Mr. Howells in Harper for November makes afine point against those people in England who are always demanding a distinctive Ameri- can literature.
