As stated in Tux Stan yesterday Mr. J. L. MeQuside was seriously injured Wednesday night by being run over on North Capitol street between H and I streets. Henry Robin- son, a cabman, who was there and reported the case to the police, says it was not a cab but a spring wagon that ran over r. MeQuaide. Yesterday afternoon a colored girl of thirteen years, Blanche Lewis, was badly burned be- tween 2d, 3d, P and Q streets northwest. A number of girls and boys were on the dump at that place and a pile of shavings having been set on fire her clothes caught and before the flames were extinguished she was badly burnt. — takeu to ber home, 231 Q street, near them in Boston. He introduced as toast master of the evening Mr. E. B. Hay, who kept the table roaring for ten minutes, while he told a story or two and expressed his gratitude for the divine gift of appetite. He spoke, too, of the tricks his memory played him about tne events that occurred on the Boston trip, and he said that he hoped that the Rifles would be able to make the memories of the Lancers as to the details of their trip just as confusing. But he hoped they would carry away with them a sense of the brotherly love and affection that was felt for them by Washington, and particu- larly by their hosts. Lieut. Emmerson, who is commanding the Lancers on the trip in the absence of Capt. Nicholls, responded to the toast—ihe Na- tional Lancers.” He said that there never was @prouder man than he was whenever he hap- Bened tobe at the head of the Lancers, and in- leed there was never aman who ever marched at their head who did not feel proud. Pride formed the burden of his thoughts, and he knew that it was plain to everybody that he had a right to be proud of such a command. He read a telegram from the absent captain, expressing his grief at his separation from the company and telling his lieutenant that the stay-at-homes were preparing for their return. Lieut. Manson spoke in response to the fel- low-toast: “The National Rifles.” He alluded to the good effects of the citizen-soldiery, the reat need of something of the sort during the te war, and the safety of the country wien it had such bodies as Nationals scattered all over the land. He spoke of the war and of the did feeling with which the men of each side have lain down arms and joined in one feeling of love for country and flag. Chaplain Ryder of the Lancers was given no particular toast, but, after having been elo- quently introduced by Lieut. Hay, whom he persisted in calling “Hayes,” he made an ex- cellent little speech, that was full of wit and strong sentiment, and not too deeply touched with religious matters to mar in any way the extreme jollity of the occasion. He told a cou- ple of cléver stories, and when he sat down he was roundly cheered, and then the whole assemblage broke forth into the song—“For He's a Jolly Good Fellow.” , Other speeches were made by officers of the two commands, and it was midnight when the gavel fell for the last time, the order was given to rise, and the companies marched out of the land values? or what did Gen. They did no such thing. for the right of the government to tuke these lands or, indeed, any other lands, they freely and readily admitted, “always provided, however, that a compensation fair and just was paid for them. Of that there could be no posible doubt. There- fore, it was not true that the owners were here in open and defiant opposition to the rights of the government. They were here, represented by counsel, for the purpose of aiding, as was their right, the commission in finding that fair and just compensation to which they were entitled under the Constitution and law of this country. And so obviou» was this principle of right and justice that the mere mention of it was all that was necessary. It needed no citing of legal authorities to establish it. But, as Mr. Perry had suid, whenever the government came to take a citizen's lands there came a struggle. Such contentions our fathers had foreseen, and they had in their wisdom pro- vided for them by ordaining that in such cases the citizens shonid receive just compensation. RIGHTS OF THE OWNERS. Every element of value, said Judge Wilson, was a property right for which the owner was entitled to receive compensation. So, too, all the capabilities of the land, its prospective value, its value as.an investment, the antici- pated growth of the city toward it, all these were elements of value such as were entitled to consideration from the commission, and for all of which the owners were, according to th thoritics already quoted, entitled to receive just compensation.
