THE EVENING WASHINGTO WEDNESDAY STAR. October 23, 1291. mes larger than that im the city. Some of the opponents of the holding of the Grand Army encampment at Washington are tudustrioysly engaged in slandering the keep- 7s of hotels and boarding houses in this city, and in cultivating the impression that extor- tien will be practiced upon the veterans who propose to visit the capital on that occasion. ‘The charge is ridiculously untrue, but itmay do imjary if uncontradicted in the papers which published the original slander, by deterring some intending visitors. The attempt is made in Somnection with this falsehood tosecure the re- moval of the encampment rom Washington, but there is not the slightest apprehension felt here om that point, because it is easy to show the true situation to the few men who have the power to chango the place of the encatmpment's meeting. The injury that is feared is, as sug- Sested, the frightening away of veterans who bave read the slander and will not be given the opportunity to learn the truth. In common Justice all eangaaia which have circulated the defumatory statement ought to print the facts. The local hotel association is already rally on record, and will put iteelf on record in writing in a manuer which will leave not tho slightest foundation for the charge. There is .no city in the United States which in the months of Sep- | tember and October can better accommodate | ‘an immense crowd of visitors. It bas the quar- ters andct that season of the year they are | comparatively empty. Cities like New York which have more Lotels and boarding houses are far less ready to handle a crowd becau: they are crowded the year nd, and cor mercial cities are overtiowing with outside buyers especially in this very season of autumn. Long before the time of the encampment the committee appointed for that purpose will have the room and boarding accommodations of Washington so classified and systematized that visitors can be read: plied with such quarters as they desire, from the cheapest to the most expensive, the charges in no case ex- coeding the regular rates. — The state elections this fall are of unneaal | interest. In Massachusetts, New York, Penn- sylvania, Ohio aud Iowa the issues, the men or the peculiar relations of the states to the na- Sioual parties present points of great attrac- tioa, not merely to the politician, but to all the people of the country who aro} er interested in polit The ebief | 0 of Massachusetts tu the democrats is as = pointer in their presidential nominating con- vention. In Pennsyivania a democratic victory would only mean that the people are tired of bossism. In neither of these great republican states is there probability of permanent demo- cratic success, although there is more to lead to democrutic encouragement in the former than in the latter. As to Obio thero seems to be more donbt on the legislature than on the governor. It is a pretty close fight all around. The same is to be said of lowa. New York is a democratic state with aeficld this year favorable in some respects to the republicans. The issues are chiefly local in the bay state and turn on reform in Pennsylvania. The prohibition measure figures largely in Iowa. Obio is fought out on state and national issues, with the McKinley bill, free silver and the sena- atorial aspirations of Sherman and Foraker in Tomorrows Grove Sate aT Tue Paras Rovaz 18 TO BE Tae Evexsr Or Tue Seasoy. Tilden sees from the further shore anything of present mundane interest he knows from the defeat of his will before the New York court of appeals that “the best laid plans of mice and men gang aft agley.” Just why common law as interpreted by the courts sbould be stronger than common sense and common right is not clear to those obfusticated individuals who are told by the law writers that law is the perfection of reason. It may well be in some sublimated sphere of action in which the New York court of appeals is not the interpreter of the law. Mr. Tilden was a great lawyer, famed far and wide asa drafteman. He made his own will with great deliberation, providing in it as well for public as family in- terests. Good sized fortunes were carved out of hisimmense estate for the use of each of his nephews and nieces. But be had been an illustrious public character, deeply indebted, as he thought, to the people of New York for his honors, and to pay off this debt and also to discharge an obligation which he felt resting upon him as an intelligent and wealthy citizen todo all in bis power for the enlightenment af the people he sought to establish a trust to hold and administer a public library and to provide funds for its maintenance. The heirs elubbed together, hired lawyers, contested the trust provision and at last secured a decision in their favor. If a person bas money for public uses it is wise to give it in his lifetime aad not leave a way for the courts to break his will, The wealthy citizen who has it in mind to do for the capital what Tilden sought to do for New York, and who coutemplates the found- ing of a free library for Washington, will please So far from the death of Parnell removing, as was at first expected, all obstacles to peace in the ranks of the Irish national party, it seems to have increased the raucor of the faction- ariea The breaking of necis is proceeding at a lively rate and the police are hardly able to restrain the impetuosity ef the combatants.
