Whatever the reasons for the transfer of Col. ‘Hajns,—whether by it he is unreasonably pun- ished for faults not his own, or whether in the Fegular routine of the movement cf army officers he goes to a place which is more pleas- ant to him personally than Washington has be- come,—the people of the District will regret his departure. And if by any expression of this regret they can secure his retention here, this expression will be promptly forthcoming. Aside from his personal popularity, there are substantial reasons why Col. Hains occupies an important place in the regard of the citizens of the District. During the years he bas been amember of the community he has worked quietly, steadily and faithfully and accom- plished works on which be might well be con- tent to rest his record as engi- neer officer. Under his efficient direction the reclamation of the Potomac flats, and the im- provement of the harbor, some years ago re- garded by many as only a dream, have become almost accomplished facts, greatly to the benefit of the capital. Other commissions given him have been executed with & promptness and faithfulness that won the admiration of the people. The free bride crossing the Potomac at George- town and the Pennsylvania avenue bridge, across the Anacostia, are monuments to his skill as an engineer and bis conscientiousness asa public officer, for in the cases of both constructions the money appropriated was laid out to such good advantage as to call for praise even among those who, as a rulg, prefer criticising to commending a public officer. He thoroughly appreciated the dangerous nuisance which in the present Long Bridge threatens the community, and would probably have suc- ceeded in abating it as the next of his great works. His labors for the District were made especially effective by the fact that he had gained toan unusual degree the deserved con- fidence of Congress. In his removal Washing- ton will suffer a serious loss. $$ The statistics of crime in the District, form- ing « part of the annual report of Maj. Moore, Superintendent of Police, submitted to the District Commissioners today, evidence the efliciency of the police force in the duty for which it was especially organized, the preven- tion and suppression of crime. The order maintained in the city compares well with that of any other city, notwithstanding the embarrassments the de- partment struggles with owing to inadequate numbers and the peculiar law relating to re- ernuits to the force. Major Moore again urges the repeal of the “Army and Navy” clause, which no longer serves the purpose for which it wasintended, when it became a lawin 1867,— the reservation of police appointments for men who served the Union in the war, but exists only to restrict the choice ef men for the force to a very limited class not especially well fitted for po- lice service. When the varied duties required of Washington police officers are considered, ‘there seems to be reason for extending the fiald of choice as much as possible, so the De- partment could avail itself of the best men, who could be induced to wear a badge and swing abaton. Maj. Moore's recommendation ofan increase of the force will have a hearty popular support and his many suggestions looking to the increased usefulness of his de- partment, and improvements of various kinds, the result of another year's active experience, will command attention. ee Ttappearsin the light of Captain Schley communication as fully translated from the cipher that too much credit for readiness to do Justice was given at first to the Chilian author- ities If they had shown the same alacrity in arresting the murderous Chilians as they didin overbauling the sailors of the Baltimore in the affair at Valparaiso the praise of exhibiting proper spirit on the occasion would have been deserved. But the latest information puts the Chilian government in the attitude of parti- cipating, in effect, in a murderous assault upon the crew of an American man-of-war, since wounds inflicted upon our sailors by bayonets ‘would seem to show that soldiers of Chili were among he leaders of the mob, and of taking no steps whatever to detect and punish the mur- derers or to furnish indemnity for the injury. ‘The United States will not fall into Italy's mis- take of making hasty and unreasonable de- mands, even though her sailor was killed by the Chilians because he was an American, while the New Orleang Italians were Killed because they were criminals, with no thought of their nationality. The course of the republic will be temperate and well considered, as the conduct of a great power toward a feeble one should be, but the distracted condition of Chili cannot excuse continued failure to furnish ampie redress for ‘an insult to the American flag, and the slaugh- ter of an American merely because he wore the national naval uniform. The case is one in which Chili, merely with her own interests in view, ought to be prompt without thespurring of ademand from the United States to explain and redress. The killing of an innocent American in a foreign land is no light matter under any circumstances. Here the conditions render the situation unusually serious. It will not be well for Chili if by her conduct she permits the present murder to assume the appearance ef an unprovoked and nredressed assault upon the republic itself. She will not care to deal with the whole American people, aroused against ber by the blood of their murdered sailor, which she has sprinkled in their faces, +2 An effort to interview Gov.
