nN THE GENERAL OF THE ARMY, ‘Maj. Gen. Schofield Submits His Annual Re- port to the Secretary of War. ‘VHE STORY OF THE SIOUX UPRISIXG REFERRED To AND THE EXPERIENCE GAINED IN THE CON- TEST POINTED OUT—MATTERS OF GENERAL INTEREST TO THE ARMY NOTED. The annual report of Maj. Gen. John M. Schofield, commanding the army of the United States, to the Secretary of War draws attention especially to the useful lessons learned by the army last winter in the campaign against the Sioux in Dakota. He says: ‘The disturbance was formidable in fact and threatened to be far more formidable than any Indian war tbat had occurred in many years. ‘The orders of the President were designed to suppress that trouble as promptly and effect- ively as possible, having mainly in view the Protection of the extended settlements sur- Founding the Sioux reservation against de- struction by hostile Indians. The execation of those orders involved the concentration of nearly one-half the infantry and cavalry of the army and some artillery upon the Sioux reser- vation, for which purpose it was necessary to bring from nearly all parts of the coan- try west of the Mississippi river. These move- ments were ae attended with great expense, but happily the result fully justified ‘the vigor of the measures adopted. which re- sulted in the suppression of the uprising with- gat loss of life on the part of peaceful citizens though the army suffered considerable loss an quite a large band of indians was destroyed m conflict with the troops. ‘THE EXPERIENCE Ar¥ED. ‘The experience gained in the campaign of last winter is valuable, as indicating the possible extent and the probable limits of future dan- ger from any uprising of the Indian tribes. If it were true, as was then fo generally: believed, that the Sioux Indians meditated a general up- rising, and their plans had been matured and exeented with the secrecy and energy that usually characterize Indian movements, it would have been entirely impossible, with the troopa then located near the Sioux reservation, though constituting a very large fraction of the army, to have prevented great loss of life and roperty in the surrounding settlements, while a8 was also believed by many, the uprising ‘was intended to ombrace other warlike tribes in ether parts of the country, the entire military force of the United “States would have been wholly inadequato to prevent great dam- age to the settlements surrounding the reserva- tions. Whatever may be the fact as to those Indian plans they were, happily, so far antici- ited that the Sioux Indians were sutrounded an effective cordon of troops before they were ready for action, while the disaffection had at the time not spread so far among other tribes as to become dangerous. Acareful consideration of all the cirenm- stances of this uprising among the Sioux seems to justify the opinion that no considerable number of them had seriously intended to en- ge in hostilities against the United States un- driven to such a course by unbearable hardship or in self-defense against the military operations ordered for their subjection. There ia hence a well-grounded belief that, by the constant exercise of discretion in the manage- ment of the Indians, coupled with justice in all dealings of the government with them and the mce of a sufficient military force to over- awe the turbulent minority among them, there need be no serious apprehension of an ex- tended uprising of the Sioux and probably not ofany other Indian tribe. It is also well worthy of the most serious con- sideration that by the addition of a few thou- sand men to the enlisted strength of the army, whereby a sufficient force might at all times be Stationed in the vicinity of the great reserva- tions, the danger of an uprising and resulting €estruction of frontier settlements would be entirely removed and the great expense of transportation of troops from distant parts of the country entirely avoided. ARMY REORGANIZATION. Under the head of army reorganization Gen. Bebofield say: Whatever may be the judgment of Congress respecting the aggregate strength of the mili- tary force to be maintained in time of peace it cannot be doubted that the organization of ‘that force should be such as to make it most effective, and at the same time capable of most ready expansion whenever an increase is de- cided upon. The conditions of modern tactics require the three-battalion organization for the in’antry, as well as for the cavairy and artillery, each Dattalion to consist of not more than four com- panies, troops or batteries. In the artillery the company organization ought to be made to conform to that in the other arms of the serv- ice, namely, with one captain and two lieuten- ants, instead of three or four lieutenants, as under the present laws, and the necessities of the seacoast defense of the United States will speedily require some increase in the aggregate foungth of te artillery. A carefal estimate has shown that seven regiments, in lieu of the present five, will be required for this service, ‘end that such a reorganization as will convert the present five regiments into seven can be made with very slight increase of expense, there being now in the five regiments almost the entire number of officers required to prop- erly officer seven regiments. THE NATIONAL DEFEXSE. ‘The important question of national defense, ‘the report continues, which bas been so thor- oughly and publicly discussed in past years, is now confidently regarded as settled by the legislative action of the last two Congresses. ‘The wise policy thus inaugurated will, doubt- lees, be steadily pursued until the great sea- coast harbors are placed in condition to resist ‘any atteck from a foreign enemy. tory progress has been made in the construction of the gun factory at Watervliet, N. ¥., im the manufacture of type guys of the highest qualities and in the manufacture of service mortars and their emplacement at the most exposed and important positions upon the sea coast, while contracts have been made for the material necessary for the construction of large numbers of guns and mortars and for ‘the purchase of completed guns of the highest type. It will only require moderate annual ‘appropriations for the next few years to place tS ertended son const of this country ia'sach condition that no foreign enemy could inflict Upon it any serious loss or damage. When this is accomplishe? the dignified and just policy which thie country has adopted ‘toward ail foreign nations may be steadily adhered to Without apprehension of results unfavorable either to the welfare or to the honor of this country. INDIANS IN THE ARMY. Tt fs assumed, as a general principle of mili- tary policy, that all of the permanent inhabi- tants of the country, without respect to race r previous condition, should in time of war furnish their fair proportion of the military forces of the country, and with this end in view, that all should have representation in the Permanent establishment. It has also been demonstrated by experience, as well as by rea- son, that one of the most effective and most Yapid methods of civilizing the savage tribes of Scountry aud converting them from enemies into friends is to receive a reasonable propor- tion of them into the military service of the country. Although this policy has not yet pro- very far in its execution, the results ve been entirely satisfactory, and it is recom- merded that it be adhered to until the Ameri- can Indian constitutes a due proportion of the enlisted strength of the army. ABANDONED Posts. The followigg military posts being no longer necessary have been abandoned since the last annual report: Forts Abraham Lincoln, North Dakota: Davis, Texas; Lowell, Arizona; Marcy, New Mexico;’ Shaw, Montana; Selden, New Mexico: Union, New Mexico, and Fort Lewis, Colorado. These added to the number Yeally abandoned during the last two years and previously reported amount to twenty- eight military posts. Fort Bidwell has been temporarily reoccupied by a small force. This aa mark the advance which has deen the settlement of the western territories and the subjugation of the roaming Indians which formerly impeded that settle- ment. The garrisons of the several abandoned posts have been united to those of a more per- manent beep mone larger garrisons and exclusion of undesirable from en- listment have worked together to clevate the character and inerease the contentment of the soldiers, without in any measure, it is believed, impairing their efficiency. The winter cam) ‘against the Sioux developed the most cheerful endurance of the greatest hardships, as well as great gallantry in action and a total absence of desertions while in the field im the presence of the enemy. DEFICIENT TRANSPORTATION. He approves of the remarks of Gen. How- $rd and Gen. MoCook on the necessity of forti- fying the harbors of Savannah and San Diego, and says: “The necessity of other and more Prominent seaports are too well known to need special mention.” 4 PHILANTHROPIC WOMAN. Lady Heary Somerset Talks Earnestly om the Evile of Intemperance. Lady Henry Somerset has addressed a great many audiences during the six years of her philanthropy, but sho never stood before a more enthusiastic assomblage than that which ccenpied Inst night every available foot of space in Metropolitan M.E. Church. Not only was the auditorium crowded, but the big lec- ture room on the lower floor was also filled to its limit, an overflow meeting having been ar- ranged for when it became evident that the church proper must fail to accommodate those who were anxious to see and hear titled Bishop Hurst presided over the principal meeting and in his preliminary remarks spoke of the growing sentiment on the liquor ques- tion and the increased activity of the wearers of the white ribbon. When introducing Lady Somerset the bishop was applauded for saying that the great work sho bad done for God and humanity had gained for her tent of no- bility which was far above earthly honors and titles. LADY SOMERSET'S ADDRESS. given the principal speaker, but the waving of ® thousand white handkerchiefs was as express- iveasany of morecommon forms of greeting. Lady Somerset was immediately in accord with her audience, for she stated that the cause of temperance in this country had pro- gressed to a much greater extent than it had in England, moved by such devoted women as Frances Willard. “Cleverly did the speaker sketch the history of the liquor traffic in Great Britain, and with great warmth did sho speak of the destruction of those barriers which have heretofore stood between the evil and the reformer. Buta little while ago it was the general impression in England that tem- perance workers were fanatics of the least ex- eusable variety. Today those who advocate total abstinence occupy a very different social position; they bad come up through great tribulation, it was true, but they bad achieved wonderful things. In mentioning the means that must be used for the salvation of the intemperate Lady Som- erset said that for many years a great deal of dependence bad been placed on education and the Sunday school. This hope had, however, proven to be fallacious, for of about 10.000 pecple in England's jails more than 6,000 had nh members of Sunday schools. Reviewing the respective conditions of society ia this country and in England Lady Somerset said she was rejoiced to know that there was no such drinking among the women here as there was in England. In London it had been esti- mated that th o prcpertion of women to men who entered saloons and drank therein was three to four. Some time was given to a sketch of White- chapel and its horrors, and then mankind was instructed as to its duty toward the weaker sex. Atthe conclusion of the address Mrs. La Fetra presented to Lady Somerseta magnificent basket of roses—the offering of the Women’s Christian Temperance Union. MRS. HANNAN WHITALL SMITH. Mrs. Hannah Whitall Smith, one of the lead- ers of the gospel temperance movement, spoke briefly, urging increased activity and calling upon all not already pledged to join the temperance movement. Rev. Dr. Carman, general superintendent of the Methodist church in Canada, made an in- teresting speech, in which he said that woman laden down with Saratoga trunks would never conquer the world.but woman with a moderate- sized “grip” was going to bring about great moral reforms. An interesting address was also made by the Rey. J. W. Hamilton, D. D., of Boston. During the evening Miss Katherine Willard sang two finely executed and highly appre- ciated solos. ‘The same speakers as addressed the main au- dience also made addresses to the overflow meeting. Lady Henry Somerset is one of the most active of those who support the mission con- ducted by the Rev. Hugh Price Hughes. She has great wealth and since 1885 has devoted herself and her means to the advancement of istianity. Lady Somerset will leave this evening for New York and purposes going from thence to Chicago. She will not return to England until early in December. irs.
