' THE EVENING STAR: WASHINGTON. D.C. MONDAY, OCTOBER 12, ¥ 1891-TEN PAGES. THE WRECKED DESPATCH, Its Back is Broken and It is Going to Pieces on the Shoals, ‘The U. S. S. Despatch, which ran on the As- @ateague Shoals in Friday night's gale, as an- nounced in Saturday's Star, is a complete wreck. The vessel struck two miles south of Sheep's Pen Hill at 3 o'clock Saturday morn- ing, The life-saving crew boarded her at 5:45 am. and commenced landing the crew at 9:20 am. All bands were saved by the station life boat. Ten trips were made to and from the wreck, finishing at 11 a.m. Assateague Shoals are sixty miles from Cape Charles, bearing about northeast by north from ‘the Cape Charles light. The shoals lie just off Aseateague Island, which almost adjoins Acco- mac county, on the Maryland boundary of Vir- ginia. Her back ix broken and she is listed off shore twenty to thirty degrees. She was in command of Lieut. W. E. Cowles of the navy and had a full complement of seventy-four men en board. The Despatch left the New on Friday and w+ on be : where she was to take on board the President, Secretary Tracy and some officers of the navy and convey them to the naval proving grounds, down the Potomac, to witness experiments in testing some of the armor plate for use in the armament of the uew ve: i She was ex- pected to arrive here today, and, after taking the President down the river, wns to have been probably placed out of commission, as she is old and in much need of repairs ‘The Despatch was built in 1874 by Geor; Steers for Hen Smith. a New York broker, and was at thot time the private largest yacht in the world. M mith named the vessel the Americus. About 1873 be sold her to the United States government for $9,000 and her name was changed to the Despatch. The first work in the United States service was to take ammu- nition to Key West during the trouble about the Virginius. The Despatch next went to Bal- timore and shipped naval apprentice boys. The itch next went to Enrope and ac boat for Minister Maynard at Constanti- nople and remained at anchor off that city for teen montis during the Russo-Turkish war. In 1879 the Despateb got new boilers and in 1880 took out the cauet engineers on s practice cruise. On October 19, 1880, the Despatch became the President's yacht. ‘Since that time she has had as passengers Presidents Hayes, Garfield, Arthur, Cleveland and Harrison, and many inent foreign visitors, including Emperor Bom Pedro of Brazil, King Kalakaua and Kapiolani of Hawaii, Sir Joseph Chamberlain, Lord Chief Justice Coleridge and the Duke of le. Be ted rendered valuable service, ond in 1888 represented the Navy Department at the launching of the cruisers Yorktown and Balti- more and the dynamite boat Vesuvius at Phil- adeiphia. She has been aground several times, and on March 17, 1890, when she struck thebot- tom at Cedar Point, in the Potomac river, Sec- retary Tracy was aboard and Lieut. Cowles was imcommand. Mach enjoyment was had at his expense by claiming that he was in command ¢x officio, and therefore should be subjected to @ court of inquiry. The boats carried by the Despatch were his- toric. Her whale boat and gig were used in the expedition of the Bear and ‘I hetis, and were oyed in the rescue of the starving Greely his companions in the arctic regions. The gig was named Dorothy. after the young daugh- ter of Secretary Whitney. The barge of the Yacht, which was decorated on the bows with the naval symbol of the United States, was named Queen Kapiolani, as that royal lady was the first to use it and the flag of her country the first to fly from its staff astern. It was on the decks of the Despatch that Sen- stor Evarts made his famous retort to Lord Chief Justice Coleridge of Englaud. The yacht was taking a brilliant party down the Potomac, when Lord “oleridge remarked to the Senator that he doubted tho anecdote that told how President Washington once threw a dollar across the river. He thougut the distance too great. “My lord,” Mr. Evarts made reply must remember that a dollar went ‘further in those days than it would go now.” ‘The cabin of the Despatch was the largest and the finest furnished in the navy. A fea. ture of it consisted of the seats, which could be transformed into berths if occasion required. ‘The Despatch was 200 feet long over all, 253¢ feet wide, 153¢ feet deep, aud had a mean dranght of 125, feet. He was after that on the Alaska of the Euro- pean squadron from 1873 to 1876; the Tennessee Of the Asiatic fleet m 1477: the Monocacy of the Asiatic station from 1877 to 1880. From 1880 to 1882 he was stationed at the New York navy yard and was again ordered to. the Tennessee ‘on the North Atlantic station from 1832 to 1884. From 1884 to 1887 he was assigned to special duty at New York and to special service, com- mauding the Despatch, from 1887 to 1890. The other officers were Lieuts. York Noel and R. T. By Mr. Rose's method each clerk is compelled to report at the close of the day whether he bas been tardy or has read a newspaper or had any conversation of an unofficial character during office hours. ‘The method isa very good one aud Mr. Rose has no doubt good reason to be “grati- fied with the result” of his system. But | with all deference to Mr. Rose's experience in controlling refractory clerks. I venture to offer some amendments—or, rather, additions—to bis that I believe will improve it. I would suggest that if any clerk reports himself under Mr. Rose's rules twice in one week he be detained half an hour after office hours Hf three times a censure card should be given him, which he should be com- pelled to show io his parents. I would farther suggest that if clerk is detected in the act of speaking during office hours he shouid be com- pelled to stand in the corner of the room for an hour or two. (This last piece of discipline bas been tried with very satisfactory results.) One more suggestion only will I venture to make: I am opposed to corporal punishment as regular thing, but when a clerk seems to be utterly incorrigible, entirely fond the influence of good and bad marke, and unaffected by censure and painless punish ment, I believe there is no way to effectively him but by the use of the birch. | But this means should be employed only after all milder methods have failed. think this article will catch the eye of Mr. “eting chief clerk of the general land of- (outside of office hours, of course). and will avail himself of my suggestions it delay.
