D.C. MONDAY. SEPTEMBER 21, 1891. WILLIAM L, SCOTT DEAD. Heart Failure Carries Away the Rallway Magnate and Politician. Ex-Congressman W. L. Scott died very sud- Genly at the Mitchel cottage at Newport on | Saturday night at 10:45 o'clock. He is being | taken to his late home at Erie, Pa., by a special train today. Mr. Scott was taken to Newport not quite a month ago for his health, and with careful nursing and absolate quiet he bad improved quite rapidly until Friday, when he was seized with a severe attscit of Heart failure. He was with difficulty rallied from this, only to suc- cum to another on Saturday. Dr. Pepper of Philadelphia, who has attended the patient since his arrival, was at Lancaster, Pa., when Mr. Scott took the unfortunate turn. He was telegraphed for and arrived at Newport at 5 o'clock Saturday afternoon, going direct to the patient's residence, where he remained till Bis death. All the members of Mr. Scott's faraily were with him to the end. ILLNESS AND DEATH. Dr. Popper was seen at bis cotinge yesterday afternoon, and gave the following account of Mr. Scott's sickness and death: “The fatal result was due to repeated attucks of heart failure. the first of which occurred on Friday afternoon. From thiv he was rallied, but there was a most alarming recurrence yes- terday afternoon and it was only by constant and powerful effort that he was rallied from this.” At 11 o'clock in the evening « third and sudden failure of heart action occurred, frout which no human power couid rally him. he very grave gastro-iutestinal catarrh from which he had suffered for two months be- fore he was brought from Erie had yielded en- tirely to treatment and for the part two weeks ke had been able to take and digest !arge quan- tities of nourishment. A SUDDEN COLLAPSE. “There was no organic disease of the stomach or bowels. It is evident, however, that during the prostration caused by the prolonged illness the heart became enfecbled, and not im- probably the muscular substance became af- fected with acute degeneration. “Inno other apparent way can the oceur- renee of the sudden and repeated attacks of the heart be explained, coming on as they did when he was apparently doing well aad was i der the most favorable sur being in absolute quiet and with most careful nursing fad treatment. “He was in his sixty-fourth year and had, since early life, devoted himself ‘te his developing interests, so that unque: large element of nervous strain and exhaustion must be recognized, which has doubtless con- tributed largely to tho sudden failure of his heart. LIFE AND CAREER OF W. L. SCOTT. Wm. L. Scott was vorn in this city July 2, 1328, being a little post sixty-three at the time of his death. He came of patriotic stock, bis father, Kobert L. Scott, a resident of Virginia, having been @ graduate of West Point of the clase of 1812, and his grandfather, Gustavus Beott, a delegate from Maryland to the conti- nental congress, and the first commissioner of Public buildings in the city of Washington by Sppointment of President Washington. Young Scott received a common school education, and early became familiar with public life by serv- ing asa page in the House of Kepresentatives from his twelfth until his eighteenth year. ‘ader Congressman lteed’s patronage he ‘went to Erie, Pa., and literally grew up with that growing city, rising froma shipping clezk, his employment, to the position of its wealth- jest aud foremost citizen. A shipping clerk at twenty, he soon decided to embark in business for himself. and two years later engaged in the coal and shipping business on Lake Erie, em- ploying both sail and steam vessels in his enter- Prise. Successful from the start, he began to amass capital, which he invested in iron furnaces and coal mines. To transport coal and iron rail- roads were required, and Scott soon found him- self a railway builder and owner, serving atone time in an official capacity as president or direc- tor of lines covering 22.000 miles of completed road--probably the largest mileage in which any one mun has yet been intrusted in the bis- tory of American railroading. He ear! quired an immense fortune. which he invested very largely in the various business enterprises of his adopted city. 18 PoLrrics. Although a democrat in « repybliean com- munity. such was his personal popularity and the high esteem in which he was held as a pub- le-spirited citizen that he was elected mayer of Erie in 1866 and again in 1871. In 1863 he Wasa delegate to the democratic-national con- vention which nominated Seymour for Presi- deut, and again in 1250, when Gen. Hancock Was hominated. He became a member of the democratic national committee in 1876, serving continuously until 1854. In that year the re- pubdlicans nominated for Congress ae: Who was objvetionable to many rep ublicans. Mr. Scott accepted the democratic nomination 1 and receive republican votex His ma- Jo.iuy w In 105 he was re-elected by i, though the republican majority in that district that year was 1,370. IN CONGRESS. During his two terms in Congress Scott was the close adviser of President Cleveland in all waiters pertaining to Pennsylvania, the two men having beeu intimate friends long before Cleveland ‘became President or Scott wis elected to Congress. At the expiration of his second term in Congress he declined a reaomi- nation, anew apportionment Baving changed the boundaries of the district. making it more hopelessly republican than ever. He continued, however, to take a keen interest in state poli- tics end was chiefly instrumental in uniting all factions of the democratic party in favor of the nomination of Puttison for governor when it became evideat that republicaa defection woul follow the nomination of Delamater by the repablicaus. Sickness prevented him from attending the Scranton convention, but the ticket nominated was in accordance with his wishes and was heartily supported by him in the cumpaign which followed. Since the close of the campaign which re- sulted in. Pattison’s election declining health forced him to abstain from active participa- tion in politics. He was to the Inst an ardent advocate of the nomination of Cleveland in 3892, and if he had lived would doubtless have beens delegate to the convention iu Cleve- Jand's interest. Mr. Scott was the publisher of the Erie Evening Heraid, one of the leading democratic uiliew In the state outside of Pf Philadelphia, Hie was au occasioual contributor to its col- umos. In person Mr. Scott was below the medium size, but, until attacked by the disease which Bnaily carried him off, was a man of great vitality and unbounded energy.
