THE EVENING STAR has a regaiar and Permanent circulation in Washington three times larger than that of any other paper im the city. As a local NEWS paper aud Advertising Mediam it has uo co In road-making and road-repairing the old World is so far ahead of the new, tha: we have Feason to feel shame at the comparison. We do not make the best roads in the beginning, and we neglect to keep them in good condition when made. In this respect we are non- Progressive, semi-barbarous. The District has made and is making a strong effort to put its roads at least into a condition that will not be disereditable. The streets and roads of the capital and of the national district adjacent to it, which are raturally the most observed of foreigners, are first to be put and kept in @ condition of European excellence and in time the whole road system of the re- public ix to be improved on the same lines. In ‘order to accomplish this important local task it is necessary both that the best methods of road ecnstruction be adopted, and that the contract requirements to secure this result be rigidly enforced by the municipality and scrupulously fulfilled by the contractor. The discovery that some of the macadamixing done for the city is only from one-half to three-fourths of the thickness required by contract is a serious one for the city. Enough has been disclosed to render necessary e thorough investigation of all recent work, and to call for a warning to the inspectors, which they will not forget or dis- regard, to keep their eyes open in respect to work now doing or about to be done. It is evi- dent from the recommendations of the enginecr department that while no doubt is enter- tained by it that not the contract amount of stone was put in the pavements the department docs not believe that the discrepancy was intentional on the part of the contractors or connived at by the inspect- ors. But however the controversy on this point may result, the fall extent of the imperfect road-making must be immediately ascertained, the discovered defects at once remedied, and like accusations against similar work in fntare rendered an utter impossibility. The people of Italy and Italians resident here will now have to honor Chris- topher Columbus privately, as individual ad- mirers. + The world’s fair commissioners to Europe bave returned delighted with what they have seen, with what they have eaten, and with what they think they have achieved. From England tothe “father of fairs,” Nijni Novgorod, in Raseia, they scanned the situation, conferring with the leading men in power of most of the countries. Commissioner Handy epitomizes ‘the result in his statement that they had traveled 15,000 miles and eaten enough dinners to last a lifetime, and yet did not find time to cover southern Europe. Itis hoped and expected that all the governments of the old world visited by the commissioners will be properly represented at the fair and will offer all possi- ble encouragement to their citizens or subjects to assist in the exhibit. a ‘The liberal party of England faces a new erisis. The radicals, composed chiefly of labor men flushed with last week's victory in the trades union congress for the principle of pure manhood suffrage, insist on the members of the house of commons being paid a salary out of the public treasury. They expect a larger Tepresentation in parliament, and the paying of salaries to members would promote their purpose. The old liberal leaders are hardly prepared toconcede the claim: as yet. It would certainly have the effect of transferring in a short while the leadership of the party to the radical element. At presert the country gen- tleman, the brewer and the manufacturer con- trol the organization, which is a mere extension of the whig party of other days. The full Fepresentation in parliament of the laboring class of Great Britain and Ireland would work a mighty change in British politics and institu- tions, —— ‘The ontcome of the New York democratic eonvention at Saratoga tomorrow will test in some measure the good faith of Gov. Hill as Well as the extent of his real power over the machine. Recent events throw a shade of doubt over the latter, but if Mr. Sheehan's nomination be not forthcoming the former will no longer be questionable in the view at least of Mr. Sheehan and his friends The nomina- tion of Mr. Flower for governor appears to be certain. 2 While Emperor William's speech at Cassel seems like « menace to the peace of Europe the aggressive course of the Koumanian cab- inet, on the other side, looks equally threaten- ing.
