4 Se HE EVENING STAR. WASHINGTON: WEDNESDAY. September 9, 1891. Editor. CROSBY S. NOYES. ‘THE EVENING STAR has a regular and Permanent circulation in Washington three thes larger than that of any other paper im the city. As 2 local NEWS paper and Advertising Medium It bas ne competitor. There bas been at all times in connection with the local public schools a public demand for more accommodations, the buildings being inadequate for the wants of a steadily increas- ing population. The end of a long vacation may well be availed of to suggest away in which some part at least of this lack of facili- ties may possibly be supplied other than by the erection of new buildings. Not so many years ago the school vacations were never ore than five or six weeks long, and they seemed to answer the purpose of refreshing both teacher and pupil. Now it is thought to be necessary to give a regular summer vacation of about three months, with holidays, Christmas recess, closing for the death of department and ex-department ebiefg, and the like occasions, running thi actual time employed in instruction down to eight and a half months or less. The argument used to justify the long vacation, that some of the parents go away in June or early in July and donot return until late in September, is not insu- perabile, conceding that it has any force at all. Our summers are becoming miljer and the burden of their heat does not fall usually until the middle of July. Atany rate, only a com- paratively small number of the patrons of the sebools are out of the city earlier than that time, and most of those have returned by the first week in September. A very large propor- tion of these patrons do not go away at all. To stretch out the vacation to three months im order to meet the contingency named is | a remarkable procedure. As to the advantage | of a good long vacation, longer somewhat than in the old time was thought desirable, there 1s no dispute. Tux Stax, however, desires to call public attention to this constantly increas- ing tendency to waste valuable time and facili- ties, to bring the expensive public school m: chinery to a standstill unseasonably, and to keep itout of use unnecessarily. ‘The salaries of the teachers are small, their devotion to their work is recognized. But while there is so strong a demand for furtber school facilities it does not seem right to expend those afforded already in vacations of unnecessary length and in holidays further than those regular legal ones now recognized. The closing of a depart- ment has no logical connection with the closing of a public school. Tne Stax thinks that the board of trustees might well take this subject again into consideration in shaping the next schocl year, soon to open. In connection with this action, and largely as a motive for it,1t is thought that, throngh the gain of time from vacation and holidays that will result from checking and reversing the tendency to en- large them, provision for teaching an addi- tional number of pupils might in some way be made. te The indications now are that “practical Politics” will secure from the New York repub- lican convention the abandonment of Andrew D. White as gubernatorial candidate, the drop- ping of the high license issue, and the nomina- tion for governor of Collector Fassett. The union printers churge Fassett with the defeat of the state printing bill in the New York assembly last winter and will oppose him. There is also criticism of him on the assump- tion that he assisted in causing New York to lose the world’s fair. But he is an able, per- | medium price aud low price reliable trimmings. White and have no use for high license will now proceed to “whoop her up” for Platt, Fassett, unity, victory, and the spoils. ——+2— The London correspondent of the New York Times found in the course of recent travels in Russia that some part at least of the terrible distress of the people in the famine provinces was due to race prejudice or fanaticism. The Hebrews, having capital ready, have been ac- eustomed to advance money for harvesting the erops. But owing to the persecution that pre- vails they have not been able or willing to do so this year and many crops have perished in the fields by consequence. Perhaps Russia might study with profit the results that flowed from Spanish persecution of the Moors. > e____ The sooner the Latin American states having common origin and common purposes and dying close to each other confederate the better for themselves, for the other peoples of the hemisphere and for civilization. But that can never be as the resultof force or undue Pressure of any kind. It must come spon- taneously at the dictates of safety and common sense. The centering of energy, along with a community of interests, would do more for Central America and some of the weaker South American republics than anything else that could be devised. They should try it, as we did in the period between 1774 and 1790. It was a successful experiment in its final results here, it would be a successful experiment there with proper leadership. eo A Chicago man wants to use the Dyrenforth machinery to throwa fog over the earth in such manner as to prevent a frost, the theory being that clouds or mists prevent the radia- tion of heat from the ground. The Chicago Man is always too previous. Let him wait until it is seen whether the Dyrenforth ma- chinery can produce a cloud before essaying to make it prevent frost by the manufacture of clouds. It is not safe to acsume that these am- bitious usurpers of Jove's functions as a rain- compeller can even raise @ fos, except verbally im discumion of the subject. ———— += M. Grevy, late president of France, who died today, was not a remarkable figure in European politics, but he was an eminently respectable one in tae recent history of France. To his calmness and practical sagacity the French owe much. In fact, France has been fortunate im all the prosidents of her third republic, who, from Thiers to Carnot, have been sensible, well-balanced nen. ———~+ It would be only a fair test for the writers ‘who discuss theatrical people to hold off awhile and see whether Richard Mansticld would keep out of the newspapers if he were given a ebance. Everybody knows that Richard carried chip on his shoulder, but it would be worth while to see what the rewult would be if people Fefuscd to knock it off. ro Itis significant of the trend of British thought im the ranks of the laboring peuple that the trades union congress at Newcastle refused to toast “the royal family,” while toasting heartily “the queen and the country.” Does this not mean, as plainly as words can speak by neces- sary inference, that if the royal mother were dead the British workmen would have no use for royalty? ————- e ___ The inspected American porker can now Stick his snout into the little land of the Danes, as well as into Germany.
