A close resemblance in these regulations to those adopted in some parts of this country would seem to exist, and the fact that they are to be incorporated into the laws of « nation heretofore very lax in the regulation of tho sile of ardent spirits and other drinks naturally exeites comment. One Of the provisions is the inhibition of liquor drinking on creditat saloons and inns except where the guest is taking the drink with his meals. Another prevents inns, saloons and retail dealers from furnishing liquor to per- sons who have been convicted within three of common drunkenness. The new law will only allow license to be granted where there appears to be a need for a retail liquor shop or saloon, and this need must be shown. ‘This provision seems to leave much discretion in the authorities, but the tendency to restrain the saleand use of spirite is undoubted. Further- more in cities of 5,000 inhabitants the retail trade in liquors is confined to that business alone, and all spirits, except in drug stores | when sold in sealed and labeled bottles, must Ve stored in salesrooms that serve no other | purpose. It is the manifest aim of the govern- ment to define the liquor business more pur- rowly, place it under definite restraint and limitation aud thus correct abuses that are fully recognized. ‘The drafting of these reg- ulations is a very significant social event. Some of the leading southern papers are awnking to the fact that the third or people's party has many friends in that quarter. There is therefore an outburst of appeals for _organi- gation, for party unity, and @ discussion of Jeffersonian principles, such as the country has not seen in soveral years. Perhaps the ehicf “danger points, by the earnest ness of the appeals and discussions of prin- ciples alluded to, are the states of Georgia and North Carolina, where the alliance is most powerful and has hitherto prevailed in the democratic organization.
