4 THE EVENING STAR. WASHINGTON MONDAY. -August 10, 1881. Editor. STAR bas a regular and Permanent circetation in Weshingten three times Inrger than that of the city. As a lorat wertining Medium i has no competitor. ‘The claims of Washington as the convention city are canceded generally. Only the political auagers rewain to be convinced of its mani- fold aud imposing advantages. As proof, if any were needed, of this statement the recent great uediggl and other assemblies and the sci- eutisic bodies to meet here won would be sutti- cient. Asa matter of fact Washington has been for many years the rallying place more and more of civil and military organizations, as it has becn the Mecea of the intelligent traveller ‘and the resort of the individual seeking reerea- ton. There are reasons abundant why this is so, if it were necessary to state them all or in greater part. One of these is the fact that Washington is the working headquarters of government where the moral, intellectual political forces of 2 powerful nation are cen: tered for action legislatively, executively and judicially. As the power of the people bas grown in all directions eo the greatness of tho government the people have set up and sustain has increased. The distribution of the powers of the federal government has resulted in seat- ing im the city of Washington « vast and varied network of departments, bureaus, offices neces- mary to carry on ‘with efficieney the gigantic machinery of popular rule over a large part of the continent. But this is not all; ity nearness to grand historical seenes, its beautiful situation ‘on ono of the finest of American rivers, its easy eommanications, its delightful climate due to ite location midway between the north and the south are other strong inducementa These shouid ve as potent with the national executive committees in deciding upon a place for the holding of the respective party conventions as with others. The bugaboo of administration influence is not worth » moment's considera~ tion. The want of a suitable hall has been the oniy drawback, but this want will be supplied Before the conventions of “92 are held. The matter of providing ample hali room for great national gatherings is now receiving close at- tention from citizens interested in the city's progreés, and it is quite certain that the build- Img needed will be suppl ———_+2___— The Baltimore and Ohio railroad made itself vastly popular with the traveling public on the Royal Blue line by discarding the use of soft coul, and thereby relieving the trainof the sooty and sickening smoke that blinds and nauseates Pamengers, especially at this season when car doors and windows are kept open. For some reason the company has now re- turned to the use of soft coal on this line. This ie @ great mistake They should have kept themselves to the front in public favor by relieving passengers of the smoke nuisance on their New York line. and they should have also made 4 similar reform ou their other lines, notably their Metropolitan branch from Wash- ington westward. ‘This road does an immense local business in the way of transporting « host of people from their pleasant country homes to their city ccoupations. For twenty or thirty miles out, the stopping places are so frequent that the car doors asa matter of convenience are kept open unless the weather is un- favoraBle. At this season both doors and win- dows are open and the result is that the cars from end toend are filled with this filthy smoke, and the painstaking seeker for pure count ‘sir who enters the train in a tidy, clewuly and altogecber satisfactory condition, fluds himself speedily demoralized, with his linen begrimed with soot, his eyes filled with cinders and his lunge sith the villainous sulpburous choking amoke. Aw onterprising, progressive railroad cor- poration, as the B. and O. has shown itself to be of late, should reform all this aud set theexam- ple for other roads. If the steam roads leading from the city do not correct this smoke sance they will find themselves subjected to a damaging competition from the various elec- tric roads now stretching out into the coun- tey in every direction. The clean. airy clee- trie cars will be very uttractive to the victims of the smoke + ‘The reported agreement between France and Russia has been expected ever since the re- newal of the triple alliance. Indeed, it was said long ago that the two governments under- steod each other's course so well to be to act in unison in rnational complications that a formal but recent treaty hud either been actually entered upon or was unnecessary. It fs very certain that the action of the other great powers will force these nations toa perfect concert if ouedoes notexist already. The con- ferepee between the two foreign secretaries whieh, it is suid, is to take place soon in Switzerland may determine some questions not heretofore agreed upon. It is probable that that conference will relate more directly to commercial than political matters, as the recent treatics formed or proposed as the result of the dreibund affect seriously the commercial in- terests of both powers. Of course their politi- eal unportance in Europe is involved in the Matter, as is also the question of war or peace— @ queston possessing significance to the people ef the United States and the entire civilized workd. +++ The American Sogiety of Microscupists meot here Tuesday of pext weck. ‘This is a body of about four hundred members, and ineindes some of the foremost scientists who study the secrets of nature through the microscope. Washiugiou is svon to be the focus of science iu the western world, as several other learned bodies, among them the great Ameriean Asso- eiation for the Advancement of Science, will sesemble bere during this mouth. —— When ¢x-Cougreseman Kelly forsook the re- publican party to jotm the alliance he not only found « good opeumg for his principles, but he fell into large fields of political promise. Mr. Kelly eujoy» extensive good fortune in having events adjust themselves to bis principles in Suck s timely manner. oe Madame Blavatsky’s desire to have ber ashes thoroughiy distributed Was ouly natural this Kine of weather. dhe showed am entirely eom- prebeasibic ambition te get as far away from Lorself as possible.
