4 THE EVENING STAR. WASHINGTON: FRIDAY... : THE EVENING STAR bas a regular and ‘maneut circulation in Washington three mes larger than that of any other paper im the city. As a local NEWS paper and Advertising Medium it has ne coupetitor. The people's party of Obio, as the third party calls itself, has put out a ticket and a platform. ‘The former, it is said, is composed of respect- able men. The latter will be scrutinized closely and some parts of it will be severely criticised. ‘The financial plank of course is the principal feature. The abolition of national banks as banks of issue is demanded and the substitution for their currency of free legal tender treasury notes in sufficient volume to conduct the country’s business on a cash basis. Nothing is said of warehouses or crop mort- gages, but government loans directly to the people on real estate or “‘other ample security” at a rate of interest not exceeding two percent, may include the alliance proposition. For the rest, free and unlimited coinage of silver, and a short plank declaring against taxation that ‘Duilds up one interest at the expense of another, end a declaration for a graduated income tax, complete the economical exactions of the party. In these latter features the people's party aud the democrats are in harmony in Ohio. There sre also labor and municipal reform demands, demand for the forfeiture of the Standard Of Company's charter on the ground that it bad turned to an alien trust ite powers and privileges under the laws of Ohio, and @ demand for the suppression of all forms of gambling in futures and all agricultural and mechanical products. In the demands for the popular election of United States Senators, for the prohibition of child labor under fourteen years of age, and contract prison labor it is likely the convention bas the morl support of a large majority of the people. The liquor plank, over which there was more stickling than anything else, is not altogether clear, although it was doubtless in- tended to catch the prohibitionists. To abolish the element of profit, believed to bea source of constant temptation and evil, the third party demands that the exclusive im- portation, exportation, manufacture and sale of spirituous liquors shall be conducted by the general government, or state, at cost, through wgencies or salarics in such towns and cities as sball apply for such agencies. ‘The plan for the management of the sale of spirituous liquors by government is much like that in use in Switzerland. Jt has worked well im that country im reducing the sale of liquor by removing all the temptations of the saloon to its use; and it has also proved beneficial to the health of the community by abolishing all the pestilent adulterations of liquors, and fur- nishing only a pure article. The profits from sale, also, makes a large item in paying the expenses of the government; and in this way is vastly popular with the taxpayers, who usually have increased burdens put upon them by the ime-producing, pauper-making Unrestricted sale of liquors. Whether the plan that has worked so satis- fectorily ina small country like Switzerland would succeed in our big nation is a matter of doubt, but the adoption of the idea by the Obio people's party is certain to bring about a Lively discussion of its merits or demerits. ——_ore— Advocates of the free and unlimited coinage of silver appear to lose sight of certain funda- mental principles. They contend that as gold is coined free so should silver be. Thus, ignor- ing the fact that gold coinage rather diminishes the value of gold, as shown by recent exporta- tion, the gold bars having a premium over the coin, while silver coinage appreciates silver from $1 to $1.29 per ounce, they seek to use the government to benefit those who sell silver a: the expense of the rest of the people. For the higher price paid by the government for bullion to stamp into dollars isa tax that has te be paid by somebody. But the silverites seem to think that by some hocus pocus cheap money brings prosperity. This is the boss de- Jusion of the age. It never-was so and in the safe constitution of things in this world cannot beso. A day of such alleged prosperity would | PENNSYLVANANIA AVENUE AND SEVENTH De speedily followed by days of prostration. ‘The free and unlimited coinage of the money metals depends on the state of the money mar- ket. When that market setfles the ratio of silver to gold, or gold to silver then a perfect United States does not control the money mar- ket of the world. — eo -- After all the favorable news of last week two large districts of India, having » combined ued with famine. There has been rain suffi- cfent for the rest of the country. Thus the big American cereal surplus will be enhanced in value toa certain extent, ———_ +2 Inthe midst of patriotic references to her formed last night the first company of her naval battalion. ‘This isa step in the right direction. Cunnot Washington take the same step, take it soon? Dattalion. ee An odds and ends party does well to have an all it may catch afew. But it is likely to loses good many, especially if it antagonizes the great business interests of the country by ane sound projects of nance. . ——_—oe The industrial revolution for several years has been retarded by the difficulty of finding a cheap mode of making aluminum. Now that it is announced that it can be produced at fifty centsa pound the public may be content if it be true atdouble the price. One of the lightestand most durable and elegant of all the metals, it is tobe preferred for many purposes to either copper oriron Mr. Rusk isn't worried over the fact that his testimony as to municipal swindles at Madivon, Wis., has made him unpopular with republican leaders in the state.
