As « local NEWS paper and Advertising Medium it has no competitor. All Americans have an interest in the mect- ing of Union veterans at Detroit today. The great organization which there convenes in an- nual session embodies the contest for the in- tegrity of the republic, and the heroism, pa- tience and self-sacrifice which illustrated that contest ard made a favorable issue possible. It is likewise the embodiment of the spirit ot the people, their self-possession, their love of order and liberty, their devotion to the Consti- tution and laws, their faith in the increasing excellence of onr institutions. The citizen soldiers snd ex-soldiers of any free land are ‘the type of its independence, the mainstay and security of its liberties. What the men who followed Miltiades at Marathon, the Swiss can- tonal leaders at Morgarten, Cromwell at Dun- bar and Worcester were to Greece, Switzerland and England, the men of the United States who conquered with Grant and Sherman and Thomas at Appomatox, Atlanta and Nashville are to North America. The host of Persia, the brilliant stray of Austrian knights and the more devoted cavaliers of England were sever- ally or collectively no match for the Americans who faced oyr heroic armies on so many des- perate fields. The peril, trials, misfortunes and triumphs of that long and memorable straggle lift into highest renown the actors in those events whose deeds saved the Union and secured the future of a hemisphere. The choice of a place for the next year’s en- campment will be the proceeding of perhaps greatest moment to the country at large. The Veterans themselves have the liveliest interest in the matter. That Washington willbe chosen is the general expectation, and probably the desire, of an overwhelming majority of the people of the country. The reasons urged in behalf of the national capital are strong and numerous, and it is not easy to suppose that the veterans will turn a deaf ear to them no ‘matter bow earnest the efforts of others. The Washington delegation are working energet- ically in behalf of their mission. Barcelona has long been the revolutionary center of Spain when revolutions have been radical republican in character. Of course the Basque provinces are the headquarters of Car- liam, ard Madrid, the seat of government, of the reigning faction or factions. At present, notwithstanding the abortive attempt of Sun- day, the country is enjoying a Iuil and the republicans are evidently awaiting develop- ments. The declaration of a republic in Portu- wal would lead toa republic in Spain ina few days; or at any rate a most desperate struggle to set one up. But while the great republican ehiefsare biding their time the extremists are endeavoring unsuccessfully to seduce the garrisons. Even in red republican Barcelona they have failed to make an impression. There isa lesson in this for all the rash pickets of radicalism throughout Europe. oe There are curious points in the Kentucky election yesterday. The democrats usually carry that state by enormous majorities. This year they had to face these conditions: The party was civided on the ratification of the new constitution, some of its ablest minds, like Senator Carlisle, opposing the instrument, while the republicans were pretty much united in its favor. There was a strong third party, calling itself the people's, and a fourth or pro- hibition party. The democratic members of the Farmers’ Alliance did not, as a body, sup- port the peopie’s party ticket, but only here and there deserted the democratic standard where they could not control the nominations. "The result of the election appeareto be that the democvatic state ticket is elected by nearly the usual majorities, perhaps less in the case of some nonunees, but the legislature ie under the control of the alliance. This was accomplished for the most part by capturing the democratic county conventions. The republicans, plump- ing their votes squarely for the new constitn- tion, would seem to share in the fruits of vic- tory. From the standpoint of such conserva- tive democrats as Mr. Carlisle the election is full of il omens. The future, bristling as it does with party dissensions and the uncertain- ties of legislation, may well awaken such appro- hensions’ as he is reported to bave expressed some time since if the alliance should secure the legislature of Kentucky. ——_+= A conclave away from Rome and the election of @ foreign page are what Italy has feared and still fears, it is said. Italy would lose prestige certainly without the Vatican. An italian pope, too. no matter what the relations of Vaticar. with Quirinal, would have an Italian feeling on other questions than those that divided king and the pontiff. It may that the threat held over Humbert’s head of a for- eign meeting place of the cardinals, and the election of a foreign pope is a shrewd restraint on his government which the cabinet of Leo think to be necessary under the relations exist- ing between the two powers. -— —— ‘The scoundrelly newspaper fakirs who were busy lately at Bar Harbor writing Mr. Blaine into his grave, atspace rates, seem to have gone west for ceenpation. The thrilling fabrication of the “murder of Mr. and Mrs. Brumfield and their five children in Wayne county, West Va., by a crowd of drunken Italian laborers,” bears all the ear marks of the work of the Bar Harbor wang. — There are subtreasury alliance men and anti- eubtreasury alliance men in Kansas, and Chair- man Harrisof the alliance executive committee is “agin the bill,” while Senator Peffer's paper issaid to be hedging in its demands The Farmers’ Alliance is evidently weakening in Kansas, whatever its strength elsewhere. Sir James F. Stephen, who recently retired from the English bench, takes the trouble to say that whether betting is right or wrong de- pends on the circumstances of the wager; that in the neture of things questions of that kind mast be left to the decision of the persons whom they actually affect.
