A suggestion has recently been made in this city that there should be some active measure taken to prevent any possible overcrowding of the excursion boats on the river, and this meet- ing with the approval of Commissioner Doug- lass he referred the matter to Major Moore, superintendent of police, for information. Lieut. Vernon bas made a report on the matter which is likely to be of interest to the traveling public. Lieut. Vernon says that there is » eustom house officer on duty along the wharves every day whose duty it is to watch closely for any violation of the law governing. steamboats. This officer frequently sends the boats off leaving the wharves crowded with people who are desirous of going on board. He is always on duty on the wharf where there is likely to be any overcrowding of the boats. Lieut. Vernon suggests that the greatest danger of overcrowding is on the return trips at night. eee What to Do With Convicts. To the Editor of The Evening Star: ‘The practice of hiring out convicts to cor- porations or to individuals is an abominable injustice to the convicts. That corporations have no souls is slaw maxim, and that great capitalists who employ hundreds of laborers manage them on corporation principles is to be taken for granted. The slave had some [ange for a degree of humane treatment im his permanent value to his master, but the convict has none. Work him to death; whip him, shoot him or starve him, and the hirer loses nothing. In the next place it is unjust and unfair to place convicts alongside of honest laborers in mines and factories and in railroad makin, ‘There are convicts whoareaccomplished clerks, some of them good lawyers and the like. How would these professions relish the idea of work- ing sile by alde or of being pitted against con- vietwi Yet convicts ought not to live without work. They should uot be supported in idleness, Then what shall be done with them? in the first plece, they should be self-enp- porting. ‘They should be made to earn every- thing they consume, and in every practicabl respect they should ‘be requirea to make wit they consume. In they secoud place, they should be required to support all the charitable institutions in the sand in mines they can be trusted to work in the tields. “ Muny of them are mechan- ies and ali can learn mechanical trades, by which they can supply themselves and the in- sane, tho idiotic, the deaf and dumb and the blind in their asylums with shoes and hats and clothing, as well as in food, and if a surplus re- mains it might be distributed to the families of the conviets themselves. This system would avoid the great evil of bringing convict labor into competition with honest labor, while it would keep the unde- sirable class ‘at work. ‘The present system of supplying the benevolent —institutions—the | asylums—with necessaries is to give a contract to some greedy favorite of the dominant party or to some soulless lowest bidder who means to make nominal compliance with his contract by furnishing shoddy goods, Honest labor hae lit- tle interest in the msignificant marke by the supply of food and clothing to the agylums and “honest labor can well afford to give up that little interest on the plan here sug- gested. @. —— Death of Mrs. Asa P. Knight. Mrs. Nancy Knight, wife of Mr. Asa P. Knight, and a well-knowa member of the Metropolitan M. E. Church,with whict she had been connected ever since ite organization, died this morning at her home, 927 S$ street northwest. She bad been ill, but her death was unexpected. Funeral services will be con- ducted ut the house by Kev. Dr. Thirlkeld, at 1 oclock tomorrow. The remains will be buried at Bethel, Me. —__ The Sentence Inadequate. A colored coal cart driver namee Henry Walker was arrested yesterday afternoon by Policemen Keefo and McGlue on a warrant charging him wich an assault on a ten-year-old colored girl named Eliza Tilghmar. When the case was culled in the Police Court the little girl told her story of the assault and Dr. Marshall gave evidence as to her condition. The assault charged was alleged to have been committed in Walkers ho No. 8 Columbia terrace, and the little girl liv door to his house. His wife was not at home at the time. Judge Miller told the prisoner that he had committed a dastardly assault, but the only trouble with the court was that the law oaly provided for a sentence of eleven months and twenty-nine days, and that was the sentence imposed. a The Rock Creek Park. Hughes, pastor of St. Teresa's Church, Anacostia, and St. Ignatius, Oxon Hill, Md., has let the contract to Belt & Dyer of Washington for furnishing the pews livered in thirty days. The altar has been ordered and will soou be in position. Philip Dwyer is the architect. Architect Dwyer has been engaged to furnish plans and drawings and take measurements for the enlargement and improvement of St. Teresa's.
