Weber said that he should have rendered a decision in the ense himself had it not been that Howlett had landed before any suspicion had arisen 4s to his liability to the contract labor law. When a man has once landed Col. Weber thinks the case is beyond his jurisdiction, and he accordingly prepares a statement of the case and forwarils it to Wash- ington. Sometimes a recommendation accom- panies the statement, but this is not absolutely necessary. When asked if he thought that the present ‘case was one that was covered by the contract labor law the colonel said that it was an open question, but he rather leaned to the opinion tit was not. There is aclause in the law exempting personal servants, lecturers, minis- ters, singers and others whose labor does not affect trade.
