THE EVENING STAR has the fullest Lecal (Cireulation of any Newspaper in the World, and as an Advertising Medium is worth more than all the ether papers published in Washington. ——— ‘The people of the United States wish to re- Strain immigration so far, and so far only, as it is likely to operate detrimentally to public in- (erests in the United States. There is very slight public sentiment here in favor of check- ing immigration because no more foreigners are desired in the country. The overwhelming majority of Americans today are either foreign born or the descendants a few generations re- moved of foreign born citizens. “Know noth- ingism™ is not again in the air or if itis it will stay there and not descend to the firm ground. The solid sense of America is just as strong, the facts of history sre quite as well appreciated as they ‘ever were in this land. The doctrine of Amer- iea for Americans as believed in by the great mass of the people is a doctrine which excludes no man who has the American spirit in his Dosom and sufficient character and intelligence to secure him a welcome anywhere. Our peo- ple seek Ly guarded legislation to keep ut the vicious, diseased and pauper classes and those incapable of assimilating with the population already in the country. ‘The majority would also exclude more rigidly than under existing law is possible laborers who come here under contract to oust American laborers or reduce the wages of American laborers. These are high ends of a rational eivie polity. The average American has no prejudice against foreigners as foreigners. It is the un-American spirit of some foreigners who seek temporary homes here for pur- poses of selfish gain merely—it is the band- ing together of peoples in clannish iso- lation with ideas, tastes, hubits and pas- sions that tend to impair the existing civilization or engender strife in the commu- nity to which objection lies. The people who established American liberty never intended by their system of free admission of refngees from every quarter where oppression exists to undermine that liberty or to change radically the structure of the society founded upon it, or to speak more correctly to seriously modify that society of English freemen whose liberties are as old asthe race itself. The accretions to the older American character which have largely influenced the later American character, its offshoot, have been from the best cognate stock in Europe and from nationalities having certain points of affinity with the American English. No enlogy ‘on the Teatome and Scandinavian elements in our nation-making can well be toc exalted if it does justice to the original English germ in Virginia, Massachusetts and elsewhere. The Hollanders, the Scotch and the Irish have all contributed largely to make the United States, and the Huguenot strain, while small, has been one of the finest of all. It is the later immi- gration from southern and eastern Europe and from Asia of persons of low intelligence and morals, not desiring to become and incapable of becoming good and useful citizens, which has excited a determination in the minds of the people of America without regard to class, race, party or section to ‘have the immigra- tion laws greatly modified. ss —o ‘The features of the new constitution of Australia are peenliar in their blending of English and American ideas. In the name selected for their confederaiion the colonists went back to Cromwell's time and gave their republic a singular and nota plural designa- tion, although the several colonies were changed to “states,” and in the fixing of executive pow- ers the old title of governor-general was pre- ferred to president. But the legislative nomen- elature—senate and house of representatives— was borrowed from America, so far ad the sepa- rate chambers are concerned. and from Eng- land, as far as the whole body is concerned; for parliament is “English, you know,” having long outgrown its French use. The states are to be represented in the house on the basis of one reptesentative to every 30,000 people, as under the United States Constitution is provided as a minimum and carried out in the first appor tionment act passed by Congress in 1790. The senate represents the states in a less popular manner, much as our Senate does. The parlia- ment meets annually or oftener. Its powers include the subjects of trade, commerce and Coinage and are in general the same as those of our own Constitution except for the reservation of sovereignty to the queen's government, the Australian head of which is the governor gen- eral. The queen in council may veto at any time within two years any bill adopted by the parliament of the commonwealth. oe ‘The popular verdict is that the Commission ers have chosen judiciously in their selection of assessors. The appointees are citizens of high standing in the community, well ac- quainted with real estate values in the District, and fairly representative of the different sections of the city.
