2 ALWAYS mE 8 SAME PRICE. But The Star is Continually Improving and | Leads the Procession. ‘Tux Srax is justly proud of its record. Every afternoon at 3:45 o'clock it makes its appearance on the streets and is quickly seat- tered by thousands throughout the city, find- ing ite way to the home circle of every Wash- ington family. The rapidity with which Tue Stan is printed and delivered from door to door is astonishing, but that is something that the public sees every day. Something that it does not see and can only vaguely comprehend is the complete system of gathering news from all partsof the world and patting it in type. Everything has to work with clock-like regu- larity and lightning speed. A live afternoon paper has to hustle, and this Taz Stam does. It prints later and fuller news in its regalar editions than any paper in the country. This is done every week day, but on Saturdays the task is doubled, for the Saturday Stan is inva riably a sixteen-page paper, and it always con- tains enough good solid reading matter to carry the reader over Sunday. Special pains are taken to make Saturilay’s Stam attractive and entertaining, and every eight-page supple- ‘ment isa credit to any newspaper in the world. ‘Tomorrow's issue will be right up in the front tanks of the procession, and thousands of readers may anticipate a literary treat. The following are some of its attractions: ‘THE COMING AIR SHIP (Miustrated). Experiments in aerial navigation disclosed in Chited States patenta. FASHIONS FOR MAY (Illustrated). Becoming costames designed for stylish women. ABOUT THE BANJO (lilustrated). Once used only by negroes, it has made rapid development. MADE FAMOUS BY WAR. Judge Kimball Sends a Number of “Vags” Down and Fines Other Offenders. “Listen to my tale of woe” was the appro- priate tune that was being played on a piano in the neighborhood of the Police Court this morning when Judge Kimball's procession of Prisoners appeared and marched to their places in front of the judge's bench. Annie Crawford, confirmed vagrant, was the first victim, and when arraigned as a “vag” her respunse was, “Iam not guilty.” Annie's Past record as well as her present conduct was discussed and she was asked what she had to say in her own behalf. She said that she had a vod home and would like to go to it. “How long since you were here last?” the sf inquired. have never been before you before,” was ma that,” said the judge, “but how was it before I came here?” “Judge,” said Annie, “I've beon so sick this meres Get teons exactly remember.” “Then you had better go down where you ean be treated for your illness. His story was that he bought the gun for $5, and when he discovered that the gun was worthless he tried to dispose of it. When questioned by the judge Silas’ said that he came here from the country to get work. “Why didn't you go to work ona farm?” asked the court. “I didn’t see no work there.” he replied. “Suppose I should let you go,” said the judge, “how long would you stay in the city?” “1 wouldn't stay here no time.” “You are just the sort of a farmers are looking for,” continued Pie judges it you leave town today.” “rl bave” THREE FINED AND ONE DISMISSED. Lewis Jackson plead guilty to » charge of throwing missiles in Prather’s alley and was fined $5. James Nelson, alias White's, course of life was not such a one as the court thought it should be, and that’s why he was sent down for thirty days. Charles Carroll was fined 85 for the violation of a District ordinance, but ashe did not have 8 V he had to march back in the procession. William Johnson, a colored man, gave s plausible excuse for walking on the grass in the agricultural grounds, and he was dismissed with a warning. a CLARKSON QN THE OUTLOOK. The New President of the Kepublican League Discusses Men and Principles. ‘The Boston Herald prints a long interview with Hon. J. S. Clarkson, president-elect of the republican league. Mr. Clarkson says: “The honor of leading the republican league is not of my seeking, and I only assume the presi- | foning: dency because my friends have made it seem tobe the proper thing todo. The failare of young men to participate in politics is a wenk- ness of the republican party in New England. T believe the New England democracy has out- os generalled its republican opponents in that respect. They have as leaders the sons of the founders of republicanism. The republican party must utilize their young men. Iam giad to see the republicans of New England or- ganized against the mercenary element in polities, wt Walcott, the president of your new ican club, sent out an epigram, which I believe will do work throughout the country, when he said: ‘We must ‘out the mercenaries and rally the recruits.’ This is the line of life for the re- publican party.” Mr. Clarkson defined reciprocity as optional free trade and said that the republican party | gust = limited reciprocity and_ the democratic rty universal reciprocity. " He thought the Htcaltay bal ould grow in. popularity when Klirly illustrated to every co pan “I bave no choice for president,” said Mr. Clarkson. ‘Time will indicate the man. If the silver question is settled the situa- tion will be greatly cleared. ‘The zeal of repub- lican power in the west will never consent to see the treasury of the country dwarfed to ‘s gold basis.’ ‘The west will not ‘consent to any candidate or any platform that will not repre- sent the double standard and the greater part will not consent to a platform that will not represent silver as money by tho coinage of the American product. “The next republican candidato for Presi- dent.” continued Mr. Clarkson, “must be a taan broad enough to cover this broad land and be able to administe: justice on all the interests with a irue regard to all hational interests. Who- ever isthe republican candidate must be a man who can maintain the solidarity of the party in the great agricultural region of the ‘The candidate must not only be near to the people, but must not be for from the farm. All tical parties will go more closely to the hereafter.” Mr. Clarkson inclined to the belief that Mr. Cleveland would be the next democratic candidate. He said that ex-President Cleve- —_ was one of the smartest politicians that his party bas ever bad, and the republican party bas always underestimated him im this respect. Tobe successful in 1892, said Mr. Clarkson, we must bring up the republican newspaper circulation to meet that of the democratic party in its program to circulate tens of millions of arguments directly to the houses of the voters. Mr. Clarkson will sail for Paris on May 6. —se0-—_____ BRITAIN’S BUDGET. ‘The Chancellor of the Exchequer Makes » ‘Tame Showing Before a Cold House. ‘Special Cable Dispatch to the New York Herald. ‘Loxvox, April 23, 1891.—Mr. Goschen intro- duced bis budget this afternoon in a speech that is universally pronounced to be the most diffuse and tedious ever heard on a similar oc- casion. ‘The facts to be stated were unusually simple and brief, yet it took Mr. Goschen nearly three hours to lay them before the bouse. The substance of the financial statement is that nearly ninety and abalf millions will be required to meet this year's expenditure, a great increase over last year, which Goschen attempted to justify. He was obliged to admit that consols are declining in popularity, which he regretted, as showing the certain decay of patriotism. He took no account of the decline in interest which has compelled thousands of persons to seek other investments. He sug- ented that the colonies ought to eon- tribute more to the national armaments, but judiciously refrained from p an: scheme with that end in view. AF estions were received with manifest coldness y the House.
