EO The United States have, as an industrial people, considering their youth, eclipsed all history. But the whole Union has not advanced at equal pace and the friction of the delay has retarded the general movement. ‘The great evil of slavery was the fault of the world—the curse chiefly of the states practic- ing it’ The inventive genius of the old slave States as, however, produced three thousand patents during the last twelve months. The mines and manufzctures of these commumtties are no longer toys or experiments. Invention, business wisdom and pluck are planting the banners of progress in the western arid plains aewell as on the wasted ficlds of the south. ‘The present assemblage here of the inventors and manufacturers of patented articles marks the highest point of advantage yet gained in the whole nation’s material progress, but this eminence merely permits usa glimpse of the brilliant prospects of future America in this line of development. here today to ar- range for the Pan-Republic Congress in 189. ‘The movement for having a concert of free governments at the time of commemorating the discovery of America is one of those finely sentimental conceptions which have their root fn deepest common sense. Without combina- tion republican vigor is too diffused in this power-ridden world to be most effective. Liberty does not need, however, an alliance offensive and defensive of all the free govern- ments, for alliances of this sort are not so effective as they once were and the genius of the times is one of arbitration rather than fixed bayonets and shotted guna The Pan- Republic conference represents a healihy and practical republicanism, and will give a fresh impetus to modern republican tendencies. —_—___—++o—__—— The states that have adopted the secret or re- form ballot are Arkansas, Connecticut, Indiana, Kentucky (as to the city of Louisville), Maine, Maryland, Massachusetts, Michigan, Minne- sota, Missouri, Montana, Nebraska, New Jerscy, New York, North Dakota, Oregon, Rhode Isl- and, South Dakota, Tennessee, Vermont, Wath- ington, West Virginia, Wisconsin (except for Milwaukee). It is considered sure of adoption in two others, Illinois and New Hampshire. In the first list, while the principle hasbeen recog- nized in all the states named, it has not been a complete recognition of what is known as the Australian ballot in all of them. The signs are hopeful for the adoption of the honest ballot ultimately by nearly if not quite all the states. The people everywhere demand fair elections. ‘The wire-pallers, ballot-box stuffers and other manipulators of the suffrage are to be driven cut of business, as far as that can be accom- plished. —_—_++-—____ Complaint is sometimes heard of the undue preponderance in the government of the small states. When such mon as Mr. Edmunds makes this @ preponderance of brain and character the republic is thereby bettered.
