As s matter of fact, however, the junket alone does not begin to cover the whole expense of the Congressional faneral. The house of which the deceased is & member usually adjonrns fora whole day in his honor, frequently both houses do, and both housesalways use the greater part of another day im eulogizing him. No matter if the public busi- ness is already considerably in arrears and the greatest detriment to legislation, already over- crowded, results, the junket and the eulogies are never dispensed with. The cost of a day in Congress, with the added cost of two-thirds of another day,and the four, five or seven thousand dollars for the funeral, make alto- gether, probably, as much as the sum stated by Mr. Oates and which has been criticised be- canes it does not precisely tally with the ac- counts as kept by the Sergeant-at-Arms and which of course only includes the junket. Tue Sram sees no reason why this extravagance should continue. The public do not begradge the paying to the memory of a deceased mem- ber of Congress all proper respect, including suitable escort and sepulture of remains and wach public record of service and private virtues as may be deemed his reasonable due. But all expenseard proceedings beyond this are detrimental to public interests and are con- demned unequivocally by public opinion. It would be a wise reform to cnt off special trains and two-thirds or three-fourths of the funeral escert, together with all flummeries and all “refreshments” that cannot be classed as ac- tual: necessary fare for the journey. Again thera should be no loss of time in Congress except on the day of announcing the death of ‘the member, and then perhaps not for the en- tire Gay. All eulogy might well be pronounced in an extra evening session or be confined to one or two members whose commendation woud not be purely formal, or merely a dis play-of skill in word manipulation for the per- sons! glory of the orator. >. ———— The advisory streot-cleaning committee ap- pointed by Mayor Grant of New York to in- vestigate and report how the streets of the meteppolis can be made clean has showered the tenth upon the mayor in 153 pages of prinéed pamphlet. The sensible advice of the committee is to take street cleaning out of polities and make it a matter of business. The ‘committee especially condemns the system of employing men in the department, making it merely = matter of political patronage dis- tribrted among district leaders and other poli- ticiags with s “pull.” The result, it says, is tke employment of lazy, aged, worn-out men who do not do a haif-day’s work. As long as New York's street cleaners are hired primprily to carry primaries and elections, and only incidentally to attend to the streets, both the sereets and politics of the city will be dirty.
