It is one of the peculiarities of the situation that there can be apparently no reciprocity of houors, ete., in the event a northern Speaker is selected; he would be, it seems, under this notion of the | domination of the majority section, obliged to | give the chief chairmanships and committee pisces to northern democrats in preference to those of the south. It is pointed out that so acted Mr. Carlisle, the last southern Speaker. ‘The south will probably retain only a few of | the chairmanships of great committees if it should win the speakership. In any event, the sweeping control of the House by southern men characteristic of several recent Congresses before the Fifty-tirst is not possible under the ebanged order of things. In other words, he will produce facts that cannot be re- sisted in opposition to unsustained and inter- ested averments. There is general gratification im both couniries that this troublesome matter is now in a fair way to be settled on a basis that saves the substantial rights and interests of all parties to the dispute. +=, The fact that Senator-¢lect Palmer of Hlinois | isa free trade democrat and not extreme on the money question, while, at the same time, in high feather with the western farmers who advocate silver free coinage, makes him a pos- sible competitor for the presidential nomina- tion of his party. New York is divided be- tween Hill and Cleveland any way, and the im- pression somehow prevails there that the success of either in controlof the state ma- chine would destroy the chances of both be- fore the national convention. Hence the at- tention of some democrats is already turned toward Gen. Palmer asa candidate. His ad- vanced age of seventy-four years will, ho ever, be @ serious disqualification and a younger and more energetic man, like Mr. Morrison. would perbaps be looked upon with more favor by the western denweracy as their leader in 1892. ++ ‘The republicans have lost, including the Iii- nois seat, five senatorships this winter. The others were one in New York, one in Wisconsin, | one in Kansas and one in South Dakota. They will gain one in California by the death of Mr. Hearst. The net gsin to the democrats and their allies will be four, but the reduction to the late majority of the republicans will be eight, leaving that party with a majority of six im the next Congress.
