WASHINGTON: ‘THE EVENING STAK has the fallest Local Ctreslation of any Newspaper in the World, and as an Advertiving Medina is worth mere than all the other papers published in Washivgton. The cost of public funerals has increased largely during the last few years—an increase far in advance of the necessities, it may be said also of the decencies of the case. Great scandal has been raised! by the publication of the expense list of some of the congressional funerals. ‘That it should take $50,000, $70,000 and in some instances £100,000 to bury a member of Congress, who never in bis life did anything remarkable, is simply preposterons. It is a waste of the public finds for which those who are responsible should long ago have been rebuked. ‘This extravagance is characteristic of no party or bouse—it has crept in unawares and is sanc- tioned, if sanctioned at all, by only the few persons who have charge of such affairs. Itis strange thet there bas not been a sharp over- hauling of this clase of accounts by the com- mittees of the two houses who have control of expenditures. The trouble has been that few public men care tomake a fuss about such things because it might, if ventilated, result in Asevere meting out of popular displeasure. ‘The people themselves have hardly be- lieved what has been published in the news- papers—they have thought there must be, surely, much exaggeration, the figures were so large and tho items so unnecessary, at least in the quantities consumed. For instance, how is it possible, without official vouchers to confirm the fact, to credit story that wines and din- ners cost up into the thousands or that a special train was indixpensable in the Intest instance to take the body home for interment? It is to be hoped that no false delicacy or sentimen- tality will operate next winter to pre’ a thorough inquisition into these funeral junkets that have become the disgrace of Congress and which, if persisted in,must disgrace the Ameri- ean public itself. ee Possibly in no city in the world is there a more interesting and beautifu! view at aight | than from the grand marble terraces at the west front of the Capitoi, completed and opened this year for the first time. High and commanding. the location is ons that com- wmends itself instantly to all who have had the pleasure of strolling from one end of this great promenade to the other either by day or by night, but especially by night. In view of this fact and of the further fact that Washington in summer has se few places of open air amuse- ment, why should there not be moonlight promenade concerts given on the terrace dur- ing the summer months by the Marine and other bands, say from seven to ten o'clock? Thomsands of people, young and old, would | go there during those hours an our Capitol | would possess.a feature scarcely possib!s in any other city of the wozkd. Concerts are already given early in ts evening a: the east front, but they ars as nothing compared with such a moonligh! promenade concer? as could at practically no additional expens> be given on the terrace, with its glorious panorama stretching far out into mellow moonlight, the darkaess end the wes —— If the electric companies do not relax their grip on the courts, the supply of criminals in New York prisons under sentence of death will have tobe reduced by exposure to the forth- coming thunder storms of summer. It may be somewhat tedious for crimina‘s to sit out in the open air all through the long hot summer of New York state, waiting to be struck by light- ning, but really there does not seem to be any other way toeffect the execution of the law, and unless something is done. the criminal population of that state will be so large that even a Porter census will appear too luxurious in its tropical growth to suit the notions of New | Yorkers.
