Much of this was for the public good while much might have been wisely withheld. Better provision for the military list, including fortifications, and more careful discrimination in civil ex- penditares, are required. There is » safe line between reckless and niggard appropriation. Every item should be scanned, not to have it tully with ignorant prejudice, but with the pre- cine wants of the service to be provided for. As regards the city of Washington and District of Columbia the chicf comment to be made is measures of local interest. The District com- mittees make sincere and intelligent efforts to theiz bills, but oftener than otherwise without success. Even when a day is fixed for considering District business, the occasion is wasted by the enemies of parti ular measures, in obstruction, and other meas- ures of possibly even greater importance are sent to limbo; that is to say, the District da; is too often a pretext for denying the local in- terests of the nations! capital a hearing before the local legislature.
