Sherman's Comment on Men and Measures in August, 1862. United States Commissioner A. J. Williams of Cleveland, Obio, « member of the Loyal Legion, yesterday guve out for publication a ietter written by Gen. Sherman to his brother, Senator John Sbermav, in 1862, while the former was at Memphis. It is interesting at this time and is aa follows: Muweurs, Tesx., Aug. 18, 1862. My Dran Baourn: I have not written to you for so long that I suppore you think I have dropped the correspondence. For six weeks I was marehing along the road from Corinth to ‘Memphis, mending roads, building bridges and all sorte of work. At lust I got here and found <ity contribating gold, arms, powder, salt bw everything the enemy wan’ Tt was a «mart trick on their part thus to give up Mem- phis that the desire of gain to our northern marebante shonkd supply them with the things needed in war. stopped this at once and declared ‘gold, silver, treas- ury notes snd salt as much contraband of war as powder. I have one man under sentence of death for smuggling arms across the lines, and hope Mr. Lincoln will approve it, But the mercenary xpirit of our people ix too much and my orders are reversed and I am ordered to encourage the trade in cotton, and all orders prohibiting guid. silver and notes to for it are annulled by orders from W ton. Graat promptly ratified my order, and all military men here saw at once that gold spent for cotton went to the purchase of arms and munitions of war. But what are the lives of our soldiers to the profits of the merchants? After a whole year of bungling the country has at Inst discovered that we want more men. All knew it last fell as weli as now: but it was not popular. Now 13,000,000 (the geueral evi- dently intended oniy 1,300,000) men are re- quired when 700,000 was (icemed absurd befor It wil! tuke time to work up these raw recruits and they will reach us in October, when we should be in Jackson. Meridian and Vicksburg. Still I must not growl. Ihave purposely put back and have no right to criticise, save that I sm glad the papers have at last found out we areat war and have a formidable enemy to combat. 4 Of course I approve the confiscation act, and would be willing to revolutionize the govern- ment so as to amend that article of the Consti- tation which forbids the forfeiture of land to the heirs. My full belief is we must colonize the country de novo, beginning with Kentucky and Tennessee, and shonid remove 4,000,000 of our people at once south of the Ohio river, farms and plantations of the rebels. I re the war as much as ever, but if the has to be done let the means be adequate. Don't expect to overrun such a country or sub- due such « people in one, two or five years. It isthe task of half a century. Although our army is thus far south it cannot stir from our gerrleons. Our men are killed and captured Tithin sight of our lines. Ihave two, divisions ine and Hurlbut’s—about 13.000 men: I strong fort. and think this is to Somat depots and bases of operations for movements. loss of Halleck is almost fatal: we have to replace him. Instead of having one we have five or six, all independent of other. I expect our enemies will mas ir troops and fall upon our detachments be- cow aaneccisetan oom. “L ommet ara there are any large bodies of men near us There are detachments at Holly Springs Senatobia, the present termini of the Fouds from the south, and all the people of the country are armed as guerrilins. Curtis is at Helens, eighty miles south, and Grant at Corinth. "3 army from Tripoli has moved to Gunes aud pro- to march on Nashville, Lexington, and at ‘They will have about 75,000 men. Buell is near Huntsville with about 30,000, and ae I detachments of the new levees can be put in Kentucky from Ohio and Indiana in time. The weather is very hot and givé trouble. My own opinion is, we ought not to venture too much into the interior until the river is safely in our jon, when we could land at any point and strike inland. To attempt to hold the south would demand an army too large even to think of. We must colonize and settle as we go south, for in Mis souri there is as much strife as ever. Enemies must be killed or transported to some other country. Your affectionate brother, W.'T. Suznaax. — RAILROAD LEGISLATION. ‘What Representative Heard Has to Say Upon the Subject. “T hope so,” said Mr. Heard of the District | * committee in answer to. Srax reporter's quee- tion of whether there would be further District railroad legislation during this Con- gress. “The railroad situation in thiscity,” said Mr. Heard, “has caused a great deal of trouble and loss of time this Congress, and I am in favor of fizing matters so that we may reason- ably hope to have finished with the subject, at least for some timetocome. Itis unfair to rail- | 0S roads which wish to enter Washington to force them to fight both Congress and every other road. Ishould be in favor, although I have not studied the question sufficiently to decide on the form, of » commission which should | have charge of the railroad terminal matters im this city. The commission would necessa- rily be composed of distinguished men thor- oughly familiar with the situation. Mow IT MAY BE ACCOMPLISHED. “In regard to further railroad legislation it very probably cannot be bronght about in the House except through bills which are bronght over from the Senate and taken from the Speaker's table. The District committee, fore. are reporting to the House. and luaving placed on the calendar some railroad balla, not with any large, hope of hoving them taken uj but for the ot holiest the measures on the Setters table if they should happen to pass Senate. For this reason « pro forma re- port was mace on the bill allowing the entrance of the Norfolk and Western and_the Wushing- | ton and Cumberland roads. The committee were decidedly in favor of the entrance former road “The Baltimore and Ohio bill is another meas- | witi use on which there are hopes of legislation. | ‘The railroad subcommittee have considered this bill aud tomorrow will + it to the full committee. ‘The il Call te meee veverat | San it providing for « the line |.
