He came here when xbout twenty- two years of age and accepted a position under the light house board, where he rose to the porition of chief cierk. When the German-American National Bank failed about fifteen years ago Mr. Keyser was 2ppointed the receiver, and subsequently he flied. the position of « bank examiner in the south, but resigned about two Years ago. Avigorous effort was made yesterday after- noon by Senator McPherson to so amend the navai appropriation bill as to provide for the construction of three harbor defense tartle- back monitors, each mounting two 13-inch breech-loading steel rif_es and 5-inch rapid-fire guns, protected by a deflected turret—the vessels to be of such design as will render them capable of great maneuvering power, and not to exceed 3,000 tons displacement— with » speed of not less than fifteen knots per hour, at a cost, exclusive of armament, not to exceed $4,000,000. He addressed the Senate in advocacy of his amendment. He described the utterly defenseless condition of all the seaports of the country, and mid that a postponement of preparation for defense was a mistake almost, approaching a erime. ir. Hale made a point of order against the amendment—that it bad not been referred to a committee— and the port was sustained by the presiding officer, Mr. Hoar. So the amendinent was not received. Mr. Chandler said he regretted that Mr. Me- Pherson’s amendment was not in order. ‘The Secretary of the Navy had recommended legis lation which would authorize the construction of harbor defense vessels. Richard Stabl, the composer, who married Bertie Crawford of this city, who was claimed at the same time by Mrs. Lilian B. A dispatch from San Francisco to the New York Times to- day says: Richard Stahl, author of the comic operas “Said Pasba” and “The Sea King,” is in the custody of the chief of police of Portland, Ore., awaiting a requsition from Gov.
