THE EVENING STAI has the fullest_Lecal treulation of any Newspaper in the Worlds —— ‘The tables, published elsewhere in Tae Stan, which show the present condition of the state quotas under the apportionment of offices law, areof localand general interest. Thislaw, which distributes offices like spoils among the states and territories according to population, smacks of the patronage rather than the merit rystem. ‘The legalized “divvy” of public trusts is among states if not among politicians. Individuals now have “claims” to public oifice, if not because they have voted a certain ticket, because they have thqaccidental merit of living in a certain state. Many citizens of the states who have from time to time secured government employment at Washington have imeantiously permitted themselves to be as- signed to the District and lost residence else- where. The District quota and those of adjacent states are naturally full and over- flowing. The people of these communities are sbut ont from government employment. The special injury is of course to the government which in theory seeks the best material avail- able but in fact may be limited go selectfon from the office seekers of a distan§ section of the country. Geographical oteness, | unacelimation. and comparative unfkmiliarity with the capital city and its government workshops thus become the test of clegibility to government service at Washington, displac- ing from the first position consideration of merit. It would seem that under a merit sys tem which secks the most efficient workman, the test of residence would be as irrelevant as that of the political complexion of the appli- cant’s ballot. This law antagonizes the spirit of th. merit system. — -— ‘The discovery of a female Jekyll-Hyde com- bination might well awaken alarm in the phil- anthropic breast. [f the American branch of the Society of Psychical Research knows what it is about or has not been imposed upon it has developed such a psychological monstrosity. And it is gravely stated in respectable quarters that such eminent men of science as Prof. James of Harvard, Mr. Kichard Hodgson, and others, have been studying the phenomenon. In brief this is a trance state of a Mrs. who in such a condition suddenly becomes another person, changes her sex,age, qualiti nation, occupation—indeed, everything. Mrs. Piper, by what is termed thought transference, is now Dr. Phinuit, a physician of Marseilles, France, who describes himself as having been thirty or thirty-five years in the spirit, having died of leprosy at the age of 70. Mrs. Piper went to England and had seances with several savants, among others, Prof. Oliver Lodge of Liverpool. Perhaps as good an idea of this dual personality can be obtained by reading what Prof. Lodge says of Piper-Phinuit as by any other means: “The personali aking in the trance does not differ ren pe Hyde did from Jekyl by being @ personification of the vicious portion of the same individual, but it strikes one as a different personality. You are spesking no Jonger toa lady but toaman, an old man, a Medical man.” Prof. Lodge proceeds to say: “I do not hesitate to assert confidently that thought transference is the most commonplace explanation of the phenomena of Mrs. Piper's power to tell facts concerning your life, ete., to which it is possible to appeal. All this is ex- plicable.” he adds, “on the hypothesis of a free and easy thought transference from the sub- consciousness of the sitter to the sensitive me- dium (brain) of the trance personality.” Other investigators think that Mrs. Piper—Dr. Phin- uit gets only glimpses of what is stored up in the memory, but that these stray hints may sometimes fall together in consistent groups, giving a successful sitting. There is no sug- vestion in all this of imposture. The phenom- ena areapparently worthy of further investi- gution. Behind and above the realm of ac- quired science is a universe of facts yet to be grasped and principles yet to be formulated. ‘The charlatans and the self-deceived are many, butthe science of the mind, although as yet in its infancy, is strong enough to rise to the level of the physical and natural sciences. ——— — Great progress in practical science has been made since Sir Humphrey Davy, in 1816, in- vented the safety lamp. But slight improve- ments have been made until quite recently, and then in only a few localities, m the manner of lighting mines so as to protect life and property. Within two or three years it has been discovered that electricity can be applied with aimost absolut immunity from explosion. Indeed, during the use by some of the Hocking Valley mines of Obio and by the iron and copper mines of the Lake Superior region, not an accident has oceurred. If the legislation of ail the mining states was so shaped as to require that electric lights shoald be employed by the companies and operated by other persons than the miners themselves it is considered probable that few if any explosions or other casual- ties due to lighting would happen. The Mammoth mine accident in which all the mew perished was attributable to the fact that an open light was in use. The Pennsylvania papers are calling fora stringent law which shall meke it obligatory not only on the mine owners but also on the mining operatives to use safety lamps or, better still, that the mines shall be lighted by electrici — The new Secretary of the Treasary ought to bea man of national reputation, of foo aot tive views, of fine executive alvility, and like- wise a man who is personally a¢ceptable to the American people. The Treasury Department is the most important of the executive ments that have to do with domestic affairs. It requires, mere and more, trained talent and great capacity for handling complicated and large intereets. There have been, perhaps, more men of first-rate practical abili- ties at the bead of the treasury than in charge of other portfolio. From Hamilton and toSherman and Windom the finanea been the strongest officer of the executive braneh of the government. ——— +. And now ft is dangerous to health, even life, to tive im the White House. What effect the proposed changes will have remains to be seen, and still they cannot make it very desirable as a family residence. more radical remedy is needed. ‘The President's family is the only one im official life which is asked to live in Wash- ington without the comforts of a home.
