THE EVENING STAR. WASHINGTON, D.C, AEMY APPROPRIATIONS. The House Proviso as to Ketired Officers Stricken Out -Railread Discrimination. In the discumion of the army appropriation bill in the Senate yesterday after Tax Svan's report closed, Mr. Hawley moved to strike out of the bill the proviso that no officer shall re- ceive pay as an officer on the retired list while receiving a salary ae a government official. The proviso applied, he said, to only twelve officers, ineluding Gen. Rosecrans, register of the treas- ury. Some of them wereclerks to Senate com- mittees and some were clerks in the depart- ments. The discussion was further continued by Mr. Allen, Mr. Hampton and Mr. Higgins in favor of Mr. Hawley's motion and by Mr. Blackburn against it. Finally the motion was agreed to aud the proviso was struck out. The reet of the time was occupied in disens sing the rate of ‘tation to be paid to the land grant railrusds and incideutally other matters of advantage enjoyed by the Canadian Pacitic canned quite a lively debate. It Carries a Large Amount of Appropriation and the Reasons Therefor. The sundry civil appropriation bill has been completed by the subcommittee charged with ite preparation and it will be reported to the fall committee tomorrow. The details of the bill will not be made public until the full com- mittee agrees upon it. The bill cerrted with it the largest aggregate amount of appropriation of any sundry civil bill for many years, footing up, probably. more than €36,000,000.
