The danger to the District of such a partnership, in whose af- fairs it participates only tothe extent of pay- ing assessments, is very obvious. The District in its poverty would conduct a loeal zoological park on a very different seale from that which | ‘would satisfy the pride of a wealthy nation in | respect toa national institntion. ‘The manner md owned, whether exelu- elusively for the public benefit and enjoyment, or primarily for the advancement of sci- enee. would vary according as the District or the government through its scientific bureaus owned and controlled it. Uncle Sam can readily bankrupt in this ven- ture his poverty-stricken little partner. It is time for the government to put the park squarely on the national basis, in expense- Paying as well asin title and control. If the District is to pay for the park as a local insti- tution it wants something to say concerning its management, it wants the entire space thrown open to public use and enjoyment, with none of it reserved for the purely scien ific purposes of the government, astronomical or otherwise, and it wants the purchase of expensive ani mals and the development of the park to proceed at a rate which will not be extrava- gant in view of its means. If the government Will, as it should in justice, meet the bills to be contracted it can put a high fence around the park, shutting out the people, dot the ground with observatories at intervals of a few fect, or revelin high-priced animals to its heart's Content. ——_—_~» Senator Carlisle raises 2n interesting point in the consideration of she pending apportion- ment bill. It is that the Coustitution provides that the electors! college in the presidential election held net after the adoptien of an ap- Portionment measure must be based on the Tepresentation in Congress at the time existing and not on that of the measure itself, which has not yet taken effect. The operation of such a.construction would be to deprive the growing communities of the republic of their increase in population: Senator Hale showed that in three previous instances the college had been constituted on the eularged representation pro- vided for in the new npportionment. This is clearly the equity of the case, constitutional objection not being weighed. It is clear. that Mr. Carlisle's view was not taken by either of the great historical parties now composing the main body of the people nor by the whig party, which for a time divided the popular vote with | the democrats. The bill will probably, in its | final form, not contain any trace of the consti- tutional objection raised against its provisions in this respect. It is not probable that the principle of the objection will ever come up for Judicial settlement, and if it does that it will ever be settled otherwise than in accordance with the legislative precedents. —_—_s+e—_____ ‘The Nebraska Farmers’ Alliance has decided by a large majority to reject a proposition to admit laboring men to membership.
