The government of Great Britain had a certain form of arbitration of the dispute which the United States had rejected as not sufficiently broad to permit this country to develop the equitable side of its ease. A counter- proposition of arbitration of a broader scope wus made by the Secretary of State. With- out directly replying to this suggestion Great Britain now iguores the pending nego- tiations with the executive branch of our government. and attempts by transferring the controversy to the court to secure a decision from the judicial branch which will render arbitration unnecessary. It endeavors to make of the Supreme Court a board of arbitration of the kind proposed by it and Fejected by the United States, with the ad- ditional advantage in its favor that a de- cision of these arbitrators sustaining its contention would seriously embarrass the executive department of our own government, while a decision adverse to Great Britain would be treated by it merely as an indication that the various departments of the American government were in harmony in resistance to the British claim, not binding Great Brit- ain in any respect. Unquestionably a way will be devised of preventing any clash between the political and judicial branches of our gov- ernment in the interest of foreign and hostile @iplomacy, and of preventing the Supreme Court from being aap jug-handled board of arbitration, to whose decision one of the parties makes no stipulation io submit, as the re- sult of discourtesy and sharp practice by the representatives of a foreign power. The republic went far enough in the direction of a Peaceful settlement of this dispute when it indi- cated a willingness to submit to an arbitration of any kind whatsoever concerning a sub- ject which it has heretofore treated as exclusively a domestic concern not to be meddled with by the world at large any more than it was for the long period when Russia stood in the shoes which We now occupy. Great Britain is expected to answer directly whether it will or will not agree to this arbitration, and pending this de- cision and announcement the judicial branch of the government will hardly meddle with a political question ander negotiation be- tween the diplomatic representatives of the two nations. Great Britain cannot use one branch of this government to affront the nation. a eae The friends of the increase of our naval es- tablishwent should endeavor to pass the bill transferring the revenue marine from the ‘Treasury to the Navy Department before the end of this Congress. Itis the most favor- able opportunity for doing a thing wise in itself. The measure has been so much dis cussed already that it cannot take much more additional time in which to say all that may be necessary to say for or against it. > ‘The great Baron Haussman, under whom Puris in the time of Louis Napoleon became the most beautiful city in the world at the cost of a billion dollars, is dead. His adornment of the capital so enraged the provinces that in 18; | after his work was completed, he had to with- draw from his office of prefect of the Seine. Baron Haussman was the Alexander R. Just now the number of suicides is very great and small attention is paid by the proprietors of the gam- bling hell there to the sepulture of the unfor- tunate victims of the vice. It is suggested as @ heroic remedy that France seize the little state, as its ruler ix afraid to put an end to gambling because all his income isderived from that source. ~ ee There will be a discussion today before the House committee on Pacific railroads relating to the settlement of the debts of the various roads owed to the government. There is a general impression that the obligations will not be satisfied by checks covering the full amount and bearing date January 1, 1891. ——__<+ Senator Paddock is once more in line to get himself disliked by those republican Senators who still have their war paint on.
