Closing Sessions of the Annual Meeting of the Board of Commissioners. ~~ SOME LIVELY REMARKS MADE—BAD FAITH ON HE PART OF THE GOVERNMENT CHAKGED— SENATOR DAWES EXPLAINS — RESOLUTIONS ADOPTRD—MOBE APPROPRIATIONS WANTED. At the afternoon session of the annual meeting of the board of Indian com- missioners at the Riggs House _yester- day a number of interesting addresses were made on various phases of the Indian question. Rew. Chas. W. Shelton, financial secretary of the Indian mission of the American Missionary Association, the first speaker of the afternoon, | took « cheerful view of the situation and the prospect. COMMISSIONER MORGAN'S REMARKS. He was followed by Gen. Morgan, commis- sioner of Indian affairs, who spoke entertain- ingly on the subject of the education of the Indians. The government boarding school at Pine tidge agency, he said, was going on as interfered with. People are inclined to ex- aggerate the seriousness of the present trouble with the Sioux. The hostile Indians number only about 3,000 vut of 250,000. He said that out of all these 185,000 had never received gov- erument aid at all. Asa rule they are enter- prising and progressive and are anxious to Take the beet of their opportunities. - He ex-| pected a marked advance in their condition if they were treated as they should be. Not more than a month after the treaty was | signed at Pine Ridge the beet issue was reduced | 1,000,000 pounds for the year, and at Rosebud 2,000,000: their annuities xo reduced. It is suid that Gen. Crook felt so bad about this that it is thonght it hastened bis death. SENATOR DAWES EXPLAINS. Senator Dawes at once rose to explain that the commisioners had made no promises ex- cept that they would try to have certain things done. The bill for this purpose had passed the | Senate last session and the House this, and the | Senator suid he expected it to repuss ‘the Sen- ate with the House amendments today. As to | the reduetion in the beef rations the Senator | said that “through some sort of hocus-pocus in the census” the government had been issuing rations to some 2,500 more Indians than there were. When the mistake was discovered the number of rations was reduced. BAD FAITH CHARGED. Mr. McMichael continued to charge bad faith on the part of the government, but Senator Dawes managed toparry all his thrusts. At the | conclusion of this mimic passage-at-arms a let- | ter was read from Dr. Charles A. Eastman de- | scribing the events at Pine Hidgeand the scene of the killing. Dr. Eastman ix a full-blooded Indian. educated in Boston, and his letter was listened to with the greatest interest. RESOLUTIONS ADOPTED. ‘The final business of the meeting was the consideration of the resolutions which were drawn up by the committee on business and resolutions. As adopted the resolutions were as follows: This conference meeting, at a time of gloom in the history of the Indian movement, derives | fresh courage from the comparison of views ns | to the situation. ‘The Dukota trouble, although | melancholy in ite results of violence aml bloot- | shed, extends to but probably less than 5,000 of | 260.000 Indians. Its cause is partly to be found in the inevitable opposition of the chiefs and the anti-progressive and anti-Christian elements to the present civilizing tendencies. Depre- cating the contact of soidiery with these people when unnecessary as frequently, demoralizing and injurious, and the indiseréet und some- times needless firing upon the Indians, and especially the barbarous and inhuman de- struction of their women and children, we re- Joice to be assured that the administration has not yielded to the demand for the transfer of the Indians to the War Department. ‘We are also more and more convinced of the detrimental effects of removing valuable off- cers in the Indian service, whose experienc cannot be replaced, solely or really for politi- cal reasons, and most earnestly urge the reten- tion of such men, without regard to their polit- ical opinions, and the extension of civil service reform regulations to the subcrdinate appoint- ments to the Indian department. The value of petmanence cannot be too strongly insisted on all governmental relations tothe Indians, mence in the tenure of office, permanence im the lines of poliey pursued and’ permanence in the efforts for their education, elevation and ebristianization. While seeking to accomplish these objects us rapidly as posible we recog- nize the fact that it is rendered « slow process by the conditions that surround the solution of problem. INCREASED APPROPRIATIONS ASKED This conference urge very earnestly upon the government a continued increase in the congressional appropriations for education under a system of adequate common school in- struction until every Indian child is enabled to go toschool We favor compulsory educa tion as indispensable to qualify these children for citizenship, and continued support to con- tract scaools nutil the government is ready to aaeume the entire instruction of Indians in the government schools, We believe that every effort should be made to induce the Indian tribes to accept lands in severaity. and the government should afford every facility for securing them in che full and undispatert of their lundsas «peedily as posible.
