THE EVENING STAR has the fullest Lecal ‘The presence of the Congressional and the hope that by a change in its regula- tions the bafriers sbutting ont the working people from its fullenjoyment might be thrown down have undoubtedly opernied to prevent the establishment of s local library. If the Congressional library in its new building sbould be kept open in the evening as a read- ing room, and its circulating branch extended and rendered more popular great public benefit would be accomplished. But it may be more difficult to thus popularize this library than to establish s separate local library of the kind suggested in Saturday's Stax. The latter might in its limited sphere be a popular, cireu- lating branch of the Congressional library. Its separation from the latter and its location as a local institution in the place suggested would render it more onvenient of ‘use, more home-like to the people, and would tend to develop a local pride in its support, possibly leading to its endowment. The effort to secure the distinct library cannot in any event interfere with the popularizing of the Congressional library. Too much time bas already been wasted in sitting with hands folded waiting for that event to happen. In one way or the other a library for the wage earners, the mass of the people of the District, should be seenred. A vigorous movement on the proposed lines would probably accomplish this result either in one way or the other. It is time to act. += Stepniak is talking more solid sense in Bos ton than his nihilistic friends have been acting in Europe.
