Mr. Edward Atkinson, a well-known Boston political economist, has proposed a new and peculiar scheme for making the national eur- rency elastic. He denies in an apparently paradoxical phrase that there has been “any scureity of money during this pinch.” He con- tends that our present system of banking and currency is artificial. The minimum of all business transactions he places at one hun- dred and thirty billions. Of this huge volume of transactions at least 90 per cent are settled and liquidated by the transfer of credit bal- ances by way of checks, book accounts and Diw's of exchange. The volume of current m° vey is greater per capita than it has been for several years. His conclusion is therefore irresistible that the scarcity apparent is not the scarcity of money. It is “but ascarcity of law- ful money at the right place.” He attributes these bad conditions to the public distrust of banks and bankers, which. he says, has become almost fossilized in the sub-treasury act. No doubt Mr. Atkinson is right in laying the burden of the criticism for this stringency on the feeling of distrust. It is. however, another question whether the distrust is well founded so far as the snb-treasury system, in use since Van Buren’s time, is concerned. That system, Tue Stam is aware, has been criticised sharply of late. But as no better is yet in sight the public may well be excused if it requires proof that the system is wrong at bottom. An objection raised by Mr. Atkinson is that the object of the reserve is for the bank to use it at the time of the utmost need, and that under the system in vogue this cannot be done. The new plan of the recent caucus obviates this eritieism by requiring that only a small specified per cent of the liabilities shall be kept on hand. Mr. Atkinson well says that ifs reserve is required at any time it is required at the time when the credit of the community must be sustained or else the bank may fail. But he insists that it is not of the slightest consequence whether the obliga- tion is liquidated in legal tender money or in current money not a tender, but based on a solid foundation. His idlea is an elastic currency on the basis of confidence and credit to be established by a slight amendment of the present "national banking system. In the words of the title of his proposed act it authorizes the national banks to issue secured notes which may serve as a circulating medium in addition to the bank notes now anthorized and secured by the deposit of United States bonds. The banks in a defined district organize a clearing house, whose finance committee, subject to the gen- eral control of the comptroller of the currency, is to take charge of the imue, safe guarding and payment of certificates and the regulation of the entire system. 2 Rene ‘The savage attack by a New York newspaper upon the juries of Washington in connection with the verdict in the Ward case is unjust in the charge that the Capital is peculiarly curséd above other large American cities with mis- carriages of justice under the jury system. New York should be the last city to throw such stones at its neighbors. The blame should be put where it belongx—upon the system, except in cases where direct corruption of juries is affirmed and established, and Washington's record of bribery cases is very small compared with that of other large American cities. A system which selects deliberately and system- atically as arbiters upon questions of fact men who are the least acenstomed to examine and consider, to weigh and decide, and who are the most liable to be confused in dealing with a mass of testimony and ingenious sophistries, and requires that their decision shall be unani- mous, prepares the way for failures of justic2. In prosecutions the people are almost never as ably and enthusiastically represented as the alleged offender. The complaint is made with ‘considerable point in the Ward case that no punishment whatever was inflicted for an act which was ¢ither murder, mansianghter or a proof of such dangerons irresponsibility as to require de- tention in an insane asylum. To aequit Ward outright the jury must have found, from such evidence as an able and adroit defense, and a less vigorous prosecution brought before it, that the accused was irresponsible, but it was not the province of this jury to order his de- tention on the ground of insanity. This com- munity is not less interested in protecting life and limb than New York, and every one familiar with the courts of the two cities knows that the average Washington jury is of a higher grade than the average jury in New York. ‘ te The National Indian Congress is in session at Calcutta. The purpose ix to assist the govern- ment in the work of social reforms. The pres- idential address is signiticant of the general desire of thoughtful Hindoos for improvement. It declared the time had come for consultative councils, although the diverse nationalities of India were not yet ready for representative in- stitutions. The report to the congress con- cluded with an earnest appeal to Englishmen not to let the prayer rising from a growing and hopeful nation prove in vain. Beyond all doubt the task of the Englieh in India is one of the greatest assumed by any enlightened na- tion in history. The English are a proud, in- tractable people and have less tact in dealing with inferior civilizations than any other of the great peoples of modern times. They have the colonizing gift of the Greek without his mobility and genius for adaptation. ——_——+s—___ ‘The Connecticut political situation is peculiar. It appears that the present governor, who was not renominated by the republicans, stands « chance of holding over for two years—a case of the stone that was rejected by the builder at first being accepted afterward because the builder had no other material with which to build. The story is thus abridged: Judge L. B. Morris, the democratic candidate, was de- clared by the state board of canvassers to have been elected by a very narrow majority. The democrats have carried the senate by 10 ma- Jerity, the republicans the house by a majority of 14. Each party bas decided to seat its can- didate for governor. This will bring about a deadlock, and Gov. Bulkeley will handle the key to the situation.
