At a meeting of the board of managers of the Charity Organization Society, held in the Spen- cerian College parlors Tuesday night, Mr. A. 8. Pratt, president, in the chair, the secretary, Mrs. Sarah A. Spencer, reported that there are now in the file bureau of the society 19,574 re- orts of dependent and delinquent persons. f these 5.777 have been filed since the last an- nual meeting. ‘There is a theory that the wives and children of criminals should be cared for by the police authorities out of the poor fund, which results in making paupers of these per. sons. The truth is these families are better off when the criminal isin the jail or work house, as he is the heaviest burden the family has to carry. ‘The secretary gave several histories of chronic beggars, old and young, who started out as soon as the snow eame to beg their win- ter's supply of coal. A report from Mr. Ke logg. secretary of the New York city Churi Orgunization Society, was quoted declaring that only 6 per cent of those who ask for reliet need it, and these were alms house cases who should not be permitted to beg, but should be required to accept the more humane provision made for them within doors. There is no ex- cuse for street begging. A large amount of work in the direction of systematizing charity was divided among the managers present. Eight Tickets for 25 Cents. To the Ealitor of The Evening Star: ‘The House has approved a clause in the Dis- trict bill requiring street railroad companics to sell eight tickets for 25 cents. As a fight is likely to be made over this clause in the Sen- ate, it might be well to discuss its effects if it becomes alaw. Such a cheapening of tickets would no doubt induce everybody to ride oftener than they now do, and many people who do not now ride would then ride. It would tend to develop and spread the riding habit. People would take cars to go short dis: tances where they row walk. Many who now consider themselves too poor to ride would then get into the habit of riding. It is there- fore probable that the increased trafic this cheapening of fares would eanse would more than compensate the railway companies for the reduced price per fare, and tvat their aggre- gute receipts would be much greater than they now are. It would also have the effect of dif- fusing land values, as it would give cheaper ac- cess to outlying lands and thereby increase the demand for their improvement. It is urged by some that cheaper fares benefit the poorer classes. ‘This is disputed by political econo- mists. Those whose wages are fixed would no doubt derive some temporary benefit, but as the tendency would be to increase the demand for land and thereby to increase land valnes— which is a practical building higher of the wall which keeps labor out of the field of prodac- tion—the ultimate effect would no doubt be to increase competition among luborers, which woul lower wages. Therefore, it street cars were to run free, instead of being « permanent benefit to the poor it would finally injure them. ‘The only class that benefit by such facts is the landlord class.
