Representative Owen of Indiana, chairman of the House committee on immigration, has in- troduced « bill making it unlawful under cer- tain conditions for foreigners to immigrate to the United States and imposing penalties for Violations of the law. The bill practically ex- cludes all immigrants or subjects of any foreign powers now in this country who may leave and ttempt to return, who may be personally hos- tile to the principles of the Constitution or who are insane or dependent for support. SENATOR QUAY'S BILL TO INCREASE PENSIONS. Senator Quay yesterday introduced a bill ranting to all persons whowe names are now on the pension list or.may hereafter be placed on it who have lost both eves or both feet or who are otherwise totally disabled a pension of $1002 month. Also. to all persons who have Jost an arm below the elbow or a leg below the knee 255a month. Those who have lost a hand or a foot or have been totally disabled in the same are to be entitled to ¥50a month. ‘The bill provides further that persons who ted two or more disabilities shall a sum per month equal to the total of the rates for all of the disabilities mentioned.
