THE EVENING STAR. WASHINGTON: Twexrr-Seooxn GRAND HOLIDAY OPENIXO jewnpaper in the World, ar and as an Advertising Medium te worth more than all the other papers publined in 7 a a ee = —|P HE FAIR ‘The meeting of the Irish members of Parliae ker { - ‘ment on Monday will be fraught with great in- terest. It will have to determine whom and isbn bee, what it will follow. The Irish members are how divided in sentiment between blind allegi- ance toa leader of extraordinary ability and valuable public service, but who has suffered moral eclipse, and allegiance to the Home Rule cause. On the one side stand Mr. Gladstone, the liberal party of Englond, Wales and Scot] yowpay, DEG. 1, AND TUESDAY, DEC. 2. Iand snd the religious and moral sentiment of the two islands; on the other a morally tarnished ’ but still intellectually brilliant leader with his group of personal adherents. The friends of Ireland in this country, it is believed, favor a policy which shall save the canse and leave the leader where he has place’ himself. The ques- tion is « delicate one, but the line of winlom is the line of duty. To the Irish, as to all who| AS A COMMEMORATION OF THIS EVENT WE ee “ee et WILL PRESENT TO EVERY ONE OF OUR ter than any one man. Mr. Parnell's pars ee the suggestion that some VISITORS, BESIDES THE INDUCE- other member of the Irish party, not subject MENTS OFFERED BELOW, to moral censure, can, for atime, lead more effectively the organization to which he belongs. He assumes that he is the Irish party, that with- out his open leadership therg ean be no inde- pendent Irish party: that under any other leader the organization will be absorbed by the liberals, and he recites the confidential confer- ences among the Home Rule Hiberal leaders over the difficnities in the way of wringing eom- plete home rule from English prejudices in order to prove to the Insh people that they will not lose much by breaking on his account | Decorated Chins Tea Plates, gold lined... with the liberal party. The Parnell manifesto practically calls upon the people of Iretand in view of past services which no one will underestimate to condone his moral offence, to ignore the English protest against it, and to cast aside in order to retain his leader- ship their English allies, whose services he con- temptuonsly depreciates. It is only on the as- sumption that Parnell is the entire Irish party and all Ireland besides, and that the home rule cause lives and will die with him, thet his declaration of war against the liberals can be justified with Americans who sympathize with and who assist in every way they can the Irish home rule movement. The American opinion will doubtless be that Parnell ought.ae a patriot to have accepted as a punishment for his offence temporary retirement from the leader- ship and ought not to have presented to the Irish people the distressing alternative of sac- rificing either one who has served them well, or all immediate hope of success for the Home Bale cause. ————— ‘The Atkinson railroad bill is in a situation and shape to be acted upon by the Honse de- cisively on the first District day. With the Modifications in respect to the space which ean be condemned by the road and with the compromise amendment providing a commis- sion to consider relocation of the tracks it will probably pasa. But the friends of the Dis- trict should at least sec to it that the un- amended bill in the shape in which it was jug- gled through the Senate is not substituted for the measure as it stands in the House, thus THE GENERAL PUBLIC ARE CORDIALLY IN- VITED TO ATTEND. They may hesitate to adopt some of his affirmative suggestions, but they will be wise to go slowly and cautionsly in legislating upon the clase of meesures against which his appear- ance isa protest. The people of Washington have condemned the Atkinson bill in every manner open to them, through the board of trade, through citizens’ atsocintions in the various sections, and through a peti- tim and protest signed by thirteen thouxand pervons, including the represen- tatives of every business, trade and profession, and every part of the city.
