We are no longer flouted, but treated with the respect due to a puissant people, great in resources and grand in promise of continued prosperity. The year which is ending bas added its due contri- bution to the national development. In peace and amity with the whole world, except, possi- bly, a handful of restless Indians, the republic smiles a Thanksgiving smile and waits in calm strength the next season of praise and good will ——_+=—__—_ One of the sources of electoral corruption is the expense list of candidates. So great be- ame the evil that in England a statute was <aeted which has measurably put an end to it. ‘The law was based on the idea that publicity will prevent corruption. It required party committees as well as candidates for office to file statements of all sums expended. These being sworn to put it in the power of any one interested, including the officers of the law, to punish those who use money corruptly at elec tions. The New York legislature at its last see- sion passed a similar law except that it omitted the most important feature, a sworn statement from party committees. The candidate merely files a statement of his personal expenses in the campaign, after turning over to his boodle distributor, the committee, such sums as he ares to spend to secure his lection. Still the result of the law in its first year is interesting 20 far as ithas become public. A candidate for judge of the state supreme court paid $14,- 835.58 or within $164.42 of the amount of his first year's salary for the sake of getting the office, while a Brooklyn candidate for Congress got off with afive-cent car fare. The four- teen-thousand dollar man secured his place, but the congressional candidate having been economical with his expenditures far beyond the average of those who seck the suffrages of their fellow citizens in these modern days was left at home as a solemn warning. +2 The short session of Congress which meets on Monday is likely to be #0 absorbed in political struggles over national issues that District Jeginlation will not have much show. The pros- pect is that Congress will do little as a national Jegisiature, and still less as a local legislature. The most important District legislation is prob- ably that which will be secured in connection ‘with appropriation bills. The important pro- Jeet of extending the city streets into the sn- burbs, curing the irregular platting and laying down the lines upon which future settlement ean safely be made, is in shape to be consid- ered and acted upon by Congress, if it finds the time.
