Washingt a The situation in New Hampshire is decidedly interesting, with a tendency to become more so as the day in January next for the meeting of the legislature approaches, Two sets of addi- tional representatives are in contest. Class- town representation was abolished by the con- stitutional amendment adopted in 188% By this mode of electing representatives various towns were grouped to form legislative dis- tricts, the towns taking turns in choosing the member. The amendment provided that the legislature should authorize towns having less than 600 inhabitants to send a member for such fraction of the time as th> population should be of 600, But the legislature took no such ac- tion as the constitution proposed. The People of the thirty-five class or grouped towns decided to elect representatives on the old basis. Otherwise they would have been entirely disfranchised. As the result of the November election twenty-three democrats and tweive republicans were chosen from these class towns. The question now is: Are these members members, or which of them, if any? ‘The republicans contend that the legislature by failing to act has disfranchised these towns, and that it is for the house to say, after organ- ization, which of the towns shall be repre- sented in 1891, which in 1893, and so forth, if | it decides to admit any to representation. But | to this the democrats object that all of these towns should not be deprived of representa- tion, when everything is at stike, at the mo- ment of organization. The republicans raise & question upon the admission of members chosen on the basis of increased representa- tion as shown by the last census. The major- ity—twepty-seven out of the forty elected on this basis—are republican, and the republicans insist that they shall all be admitted at first and assist in organization. The democrats deny this right. It is thus seen that the two Parties are at outs as to these two classes of towns. In the former the democrats, if they are admitted, will have the advantage; in the latter, the republicans. The republicans claim that their representatives of increased popu- lation for whose admission they contend ap- pear for 60,000 inhabitants, while the classed town representatives represent only 7,000 in- habitants. As the republicans bi the clerk who makes up the roil, the courts of law and the present executive, anda fair share of the facts and arguments, they would seem to start in the race with odds in their favor. —— -- — JA scems tnat the opinion expressed by Judge ar concerning the necessity of the presence 4 action of all the Commissioners in trans- ting important District business was nota judicial decwion upon the point. but an infor- mal suggestion. The ab- Sent member should not have a veto power which, if present, he could not exercise. In executing contracts the law requires the ‘Unanimous action of the Commissioners, and if such action were thought to be necessary in any other cases they could be specified in the Statute. But in regard to the great mass of the official duties of the board a majority of its members should be authorized to consider as well as toact. There is no good reason why ail three should be required to consider, if two are sufficient to act. a _ Maryland proposes honoring the foundation of the commonwealth in March, 1634, probably on the date of the settlement of St Mary's, A handsome monument with suitable histori- eal inscriptions is preparing. The example should be contagious and spread to all our roads. New York, which abolished the car stove, is invoked by some of her newspapers to abolish the scarcely less dangerous oil lamp. It is understood that the New York Central, West Shore and other roads in that state are experimenting with a view to doing away with these lamps. The public should be made more comfortable by furnishing a light that persons can see to read by. The smell of the oil lamp is, too, @ serious objection, But over and above all things is the public security, The oil lamp must go to the place where public sentiment is sending the car stove as fast as it can. ————q6—-—___ The general committee of ths Methodist Episcopal Church have done wisely in deciding to hold the ecumenical council of that com- munion in Washington next autumn. It is ar- Tanged to apportion the representation as fol- lows: 300 to America, 200 to the foreign churches. A guarantee fund of $12,000 is to be raised for the entertainment of the council. This city is the great assembly place for all Public bodies. It holds out the richest induce- ments to such bodies or any American city, and im many respects it is superior to any other city in the world for such purposes, $< Mr. Cleveland in his Chamber of Commerce dinner speech suggested that if reciprocity with South America was good, it was good also with Europe.
